More than 275 student scholarships exceeding $345,000 were awarded to Fort Hays State University business and entrepreneurship students for the 2024-2025 academic year.

The awards, announced at the W.R. and Yvonne Robbins College of Business and Entrepreneurship awards ceremony on Sept. 19 in the FHSU Memorial Union Ballroom, were presented to on-campus and online students.

Robbins Ambassadors Jessica Saunders and Lauren Wagner, each receiving a $5,000 Robbins Ambassador Scholarship, spoke about their support as undergraduate students at FHSU and the impact that support has had on their educational experience.

“We are lucky to have so many leaders and mentors to guide us through these important years of our lives,” Wagner, a senior management major from Hays, said. “Each of you has made great efforts to mold us into the students and future professionals we will become.”

Saunders, a senior from Hillsboro majoring in accounting and finance, said she chose Fort Hays State because of its “welcoming community and excellent educational opportunities.”

“My time at FHSU has been incredibly rewarding, both in the classroom and in the meaningful relationships I have known while being here,” she said. “I am proud to be a representative of the Robbins College of Business and eager to give back to this institution that has profoundly impacted me.”

FHSU awards more than $345,000 in scholarships at annual RCOBE ceremony

As the Ellis County Commission began work on the 2025 budget, their goal was to see a reduction in the overall general mill levy.

With the
approval of a $34.6 million budget, they were able to accomplish that goal.

The commission held a pair of public hearings on Sept. 10. After two community members provided public comment, the
commission voted to approve the 2025 budget and to exceed the revenue-neutral
rate. 

The 2025 general fund budget is $34.668 million, with a mill levy of 35.985, a decrease of 0.639 mills.

Ellis County Administrator Darin Myers said the final assessed
valuation for the county will not be available until November, but as of July 1,
the estimated assessed valuation was $536,775,865.

The 2023 final assessed valuation was $512,475,588 as of Nov. 1, 2023.

Commissioner Nathan Leiker praised the work everyone did to&nbsp;get
the budget completed with a reduction in the mill levy.

“We do a lot of things as a commission to try and limit the
amount of impact that we have on the tax dollars that we charge our community,”
Leiker said. 

Leiker said while he understands the thought process of not
exceeding the revenue-neutral rate, the county also has to keep up with
ongoing needs.

"I don't want to sit up here and, a year from now, have
another bridge failure that could have been on a plan that we could have
delayed or a pothole that causes an accident that we didn't fix because we
offset some of the costs for one for a year or two for a road project," Leiker said.


Commission Michael Berges echoed Leiker’s statement and
celebrated work done by the county staff to trim the proposed budget. 

"We're proposing to exceed revenue neutral at this time. We're going to exceed last year's budget by about $500,000 to $600,000 in that range,"
Berges said. "Each department is almost fully even as far as their services."

He said the departments attribute the budget increases almost exclusively to employee wages and benefits.

Last year, the county implemented a wage and benefit study, which Berges said was the most significant factor in the budget increases.

“You want the best employees that you can get, and part of
that is making sure you pay for them and get benefits that attract quality
employees,” Berges said.

Ellis County also took over operations of the 911 dispatch
center and its entire staff.

Berges was also critical of the revenue-neutral rate, saying
he does not believe it is the “saving grace that we are often led to believe
by the state legislature.”

He said he has property in another county where the property
valuation dropped, but taxes on the property still increased to reach revenue neutral.

"To get the full amount of tax in their budget off of my
property in that county, they have to raise my taxes because the valuation
dropped, and that's where I don't think this revenue neutral is a saving grace
that we often get told (it) is," Berges said. 

"I'm telling you right now if your property valuations are
going up, your taxes are going up, that's one thing to get upset about. But if
your property valuations are going down and your property taxes go up because
they're still revenue neutral, that's another kick in the pants," Berges
said. 

Leiker added the county’s smart budgeting has allowed it to pay for projects, like the new public works facility north of Hays. 

"It's a very big project, but it's been paid for and paid in cash. We're not borrowing that money, so we're trying to think
ahead to impact today," Leiker said. 

Leiker also invited the public to get involved in the
budgeting process earlier, starting when they assemble the budget.

“Next year, we will put it out, I believe, in the February- March time frame, a schedule for when our budget process starts,” Leiker said. “Please come
to those hearings and those meetings. Please present ideas. 

"If you see places
to save that we don't see up here, do not be afraid to contact us outside the meeting. We have our cards, and our numbers are listed on the website."

Give Fest 2024: Get ready to give and celebrate

PHILLIPS COUNTY—Two people injured in an accident just after 8p.m. Monday in Phillips County.

The Kansas Highway Patrol reported a 2006 Dodge Ram 2500 driven by Louis B&nbsp;Bohl, 18, Phillipsburg, was eastbound on U.S. 36 approximately 2 and one half miles west of U.S. 183.

The pickup rear-ended a&nbsp;Swather harvesting farm implement driven by Gail D.&nbsp;Blew, 56, Phillipsburg.&nbsp; After impact the farm implement turned sideways and struck a guardrail.

EMS transported Blew to the Phillips County Hospital.&nbsp; Bohl, who was not wearing a seat belt, had minor injuries and was not transported for treatment, according to the KHP.

In celebration of the 40th Annual Chamber Awards Banquet, The Chamber in Hays, Kansas, is embarking on a special project to commemorate four decades of community engagement, business growth, and individual achievements.

As part of this milestone, Chamber staff are reaching out to past award winners, banquet attendees, and participants, asking them to share memories, photographs, and videos that capture the essence of the event over the last 40 years.

The annual banquet has long served as a cornerstone event for the Hays business community, celebrating the accomplishments of local businesses, organizations, and individuals who have made a significant impact on the region.

With the 40th anniversary approaching, The Chamber is taking the opportunity to reflect on the contributions of those who have shaped the local economy and culture.

Sarah Wasinger, President and CEO of The Chamber in Hays, expressed her excitement for the project, noting the importance of capturing these stories for future generations.

“As we celebrate the 40th Annual Chamber Awards Banquet, it’s not just about looking back but also about recognizing how far we’ve come and what we’ve achieved together as a community,” Wasinger said. “The awards banquet has been a platform to highlight the incredible businesses and individuals who have made Hays what it is today, and we

want to honor that legacy by documenting the memories that have been created over the past 40 years.”

The Chamber is inviting all past award winners, nominees, sponsors, and attendees to contribute photos, videos, and written memories that highlight the impact of the banquet on the community.

These materials will be incorporated into a multimedia presentation that will be featured during the 2025 banquet, offering attendees a chance to relive past moments and see how the event has evolved.

“We want to bring people together to remember and celebrate the role the Annual Chamber Awards Banquet has played in their professional and personal lives,” Wasinger said. “When you look at the names of past recipients, you see a collection of people and businesses who have dedicated their lives and passion towards making Hays and Ellis County a special place to call home.”

To participate in this unique project, previous attendees and award recipients are encouraged to submit their materials to The Chamber by December 1.

For those wanting to set up a time to capture those memories on video are encouraged to schedule a time with chamber staff.

This week, the Ellis County Commission will consider selling
the current Public Works facility east of Hays to Midwest Pipe Works for more
than $600,000.

At the September final commission meeting, the commission
reviewed the four sealed bids the county received for the sale of the Public
Works property at 280th Avenue east of Hays.

The highest bid was from Gary Geist and Midwest Pipe Works
for $605,000.

The commission elected to proceed with the sale of the building and conduct a public
hearing during the first meeting in October to discuss and potentially approve it.

According to County Administrator Darin Myers, they have had
several discussions with Geist about the potential closing date and the amount
of time he would allow for public works to get their equipment transferred to the
new facility north of Hays.

“He is very lenient and understanding,” Myers said. “He has
got a lot of stuff going on with the expansion of his current business, and he has
no really quick plans to do anything with this facility after Public Works
moves out.”

Myers said they want the closing date to be the first day of
January 2025. Geist told Myers he would be willing to have a closing day after
the new year.

The public works department does not have a date set for when they can begin moving into the new facility north of Hays.

The commission will conduct a
public hearing at Tuesday's meeting, but no one can submit a higher bid. 

The commission will then consider proceeding with the sale, and County Counselor Bill Jeter will begin working on the paperwork to complete it.

Tuesday’s meeting is at 8:30 a.m. at the County Administrative
Center, 718 Main St. Hays. 

In other business on Tuesday, the commission will hear an update from Fort Hays State University President Tisa Mason, a report from newly appointed Interim County Health Administrator Kerry McCue, discuss roads in the Stonewood Estate northeast of Hays, and hear the results of the Mid-Year Sales

Ellis County Commission sets public hearing for sale of Public Works facility

The annual Oktoberfest Hays celebration, a beloved tradition that honors the region’s rich Volga German heritage, is set to return with a full lineup of exciting activities on Friday, October 4, and Saturday, October 5.

Event organizers have officially released the schedule, offering a packed weekend of entertainment, contests, and cultural festivities for all ages.

This year’s Oktoberfest will be held at Municipal Park on Friday and Saturday, drawing thousands of attendees from the local area and beyond.

The event features a blend of traditional Volga German-inspired activities, live music, food, and competitions, providing two days of community-focused fun.

Friday, October 4th: Traditional Celebrations and Contests

The Oktoberfest festivities will kick off on Friday, October 4th from 9:00 a.m. to 7:00 p.m., with an opening ceremony scheduled for 10:30 a.m. at Municipal Park.

The day will begin with the ceremonial Tapping of the Keg at 11:00 a.m., a highlight that draws onlookers eager to join in the first toast of the festival.

Attendees can test their strength and endurance with a variety of competitions, including the Stein Holding Contest at 2:00 p.m., followed by the Deutsch Hops Contest at 4:00 p.m., both open to participants aged 21 and over.

For food enthusiasts, the OktoberFEAST Contest will take place at 5:00 p.m., offering a chance to celebrate and savor the flavors of Oktoberfest.

Live entertainment will fill the park throughout the day, with performances from popular local bands, including the Ron Werth Band, Rice County Line, and Jimmy Dee and The Fabulous Destinations.

Visitors can also enjoy park-wide attractions such as the Beer Puppeteers, High Striker, and the traditional Mug Toss.

Friday’s festivities will wrap up at 7:00 p.m., closing out the first day of the celebration.

Saturday, October 5th: Family Fun and Homecoming Parade

Oktoberfest continues on Saturday, October 5th from 10:00 a.m. to 6:00 p.m., with a strong focus on family-friendly activities and entertainment.

The day will kick off with the FHSU Homecoming Parade at 11:00 a.m., followed by a special Oktoberfest welcome ceremony at 12:30 p.m.

Competitive spirits can join in on the Cornhole Tournament at 12:00 p.m., with the crowd-favorite World’s Largest Bierock Reveal at 1:30 p.m., sponsored by Lewis Toyota.

Other fun games and contests include the German Freeze Game at 2:00 p.m., the Pumpkin Pass at 3:00 p.m., and the Pumpkin Rolling Contest at 4:00 p.m. for children in the West Shelter House.

Live music and entertainment will continue to keep the energy high throughout the day, with performances by Galen Schmidtberger, Karl Meis, and Rice County Line. Kids will have plenty to do as well, with games and entertainment available from 1:00 p.m. to 4:00 p.m., featuring the popular Jammin Randy show. Bounce houses will also be open for young festival-goers from 11:00 a.m. to 6:00 p.m.

🎙 Oktoberfest Hays releases official schedule for 2024 event

In just four years, the 14-year-olds at Hays Middle School will be able to vote in the 2028 elections, including everything from Ellis County, the city of Hays and USD 489 contests to the presidential election.

During a mock election and voter education event Wednesday for the middle school students, the Hays Youth Leadership Advisory Board from Hays High School and Thomas More Prep-Marian asked 11 local elected officials questions about the importance of voting and becoming involved in the community.

The panel consisted of state legislators Rep. Ken Rahjes, R-Agra; Rep. Barb Wasinger, R-Hays; Hays Mayor Sandy Jacobs; Hays Vice-Mayor Mason Ruder; Ellis County Commissioner Neal Younger, District 2; Ellis County Commissioner Michael Berges, District 1 Ellis County Treasurer Vernon Ruder; Ellis County Clerk and Election Official Bobbi Dreiling; Ellis County Sheriff Scott Braun; USD 489 board member Ruth Ruder; and USD 489 board member Ken Brooks.&nbsp;

Members of the high school youth board are recommended by their teachers and then approved by Hays city commissioners. 

Current members are Jenna Brull, TMP junior; Isabelle Jones, HHS senior; Caleb King, HHS senior; Jenna Kisner, HHS junior; Preston Mermis, TMP junior; Erin Ruder, HHS junior; and Mitchell Sook, HHS senior.&nbsp;

Rahjes and Dreiling were asked about how the government protects American voting rights.

"Your vote is private," said Rahjes. "The U.S. government works in concert with the Kansas Secretary of State to make sure&nbsp;our elections are safe and secure."

Dreiling, election officer, further described precautions taken at the county level to ensure the integrity of the balloting, emphasizing the transparency of the entire process. She also advocated for more voters to register, urging the students to do so when they turn 18.&nbsp;

Wasinger was asked about the different interests of rural and urban populations in Kansas.

"We have to make sure we have a nice loud voice for our rural areas on water issues, landowner rights, agriculture. ... We're losing population in the agricultural districts while we're gaining population in places like Kansas City in Johnson County and Wichita," she said.

She noted many rural legislators are chairs of various committees, including herself.

The city commissioners, who are Hays natives, talked about non-partisan elections and issues.

"We advocate for everyone, " Jacobs said. She encouraged residents to attend city commission work sessions, where issues and projects are discussed in detail. "All the commissioners get an opinion, and there's public comment and input."

Vice-Mayor Ruder was 28 years old when first elected, the youngest Hays city commissioner ever.&nbsp;&nbsp;

He talked about his family's 150 years in Ellis County and how he is helping shape the community's future for his four young children. Ruder established the Hays Youth Leadership Advisory Board in its second year.

Vernon Ruder, county treasurer, is his father, and Ruth Ruder, school board member, is his mother. Mason's sister, Erin Ruder, is on the youth board.&nbsp;

"Get involved in your community and local politics early," recommended Vernon Ruder.&nbsp;

Several panelists said they discovered their passion for public service while in high school and even middle school, encouraged by their families and classroom teachers.&nbsp;

County Commissioner Younger said listening to constituents and fellow leaders is important for staying connected with the community. 

"It starts at home with listening to your parents and grandparents," he told the students.

Sheriff Braun has been in law enforcement for 30 years. 

"I love this county, and I love helping people," he said.

The USD 489 school board is also a non-partisan governing board.&nbsp;

"I get to be your voice," Ruth Ruder said. 

"We're representing your family and your best interest," added Brooks.

They both talked about the USD 489 bond issue, which was approved by voters and will result in a new high school and middle school.&nbsp;

Ruder encouraged the students to watch the live school board meetings online.&nbsp;

A similar event was conducted last year at TMP.

"The U.S. government works in concert with the Kansas Secretary of State to make sure&nbsp;our elections are safe and secure."Dreiling, election officer, further described precautions taken at the county level to ensure the integrity of the balloting, emphasizing the transparency of the entire process. Despite the unique hurdles faced in organizing this year’s event, the community rallied together to ensure the festival was a memorable one.

The committee extends its sincere gratitude to the sponsors and volunteers who were instrumental in making the festival a triumph.

Their contributions ensured that the event not only entertained thousands but also remained profitable.

The funds generated will continue to support future festivals.
