Brain health: It’s a topic that many of us are concerned about. Most of us know someone who suffers from dementia, and there’s good reason why experts call Alzheimer’s “the biggest health crisis facing the world today.” In fact, about 6.7 million Americans are living with Alzheimer’s, and the number is expected to reach 7.1 million by 2025.

Watching loved ones suffer from deteriorating brain health can be extremely challenging. It can also be uncomfortable to realize your own risk of developing dementia as statistics rise. So, what if you knew the disease was in your future? Would you act now?

The good news is that there are steps you can take today to reduce the risk of cognitive decline. It’s also important to remember that it is never too late to adopt a healthy lifestyle. Here are a few ways to boost brain health:

Get good quality sleep. Six to eight hours of restful sleep allows the immune system to repair and renew the body. This is also true for the brain. When one doesn’t get enough sleep, the deposition of beta-amyloid builds and this can form Alzheimer’s plaque.

Learn something new. You’ve heard the saying, “Use it or lose it.” Activities that challenge the brain such as learning and intellectual hobbies strengthen synapses between brain cells. Overall, this can improve brain health.

Stay socially connected. According to the CDC, social isolation is associated with about a 50% increased risk of dementia. Maintaining relationships helps to provide a sense of purpose, and it helps to prevent cognitive decline.

Take care of your mental health. Studies have shown that a history of depression increases risk of cognitive decline. Reducing stress, participating in hobbies you enjoy, and finding support can help to improve mental health.

These steps to boost brain health are just a few ways to take action. If you are interested in learning more, resources are closer than you may think.

A Different Mindset Association, located in Hays, Kansas, aims to support caregivers, provide education, network resources, and promote awareness about Dementia. Currently, the group hosts caregiver support group meetings via Zoom, and will begin an in-person option starting on April 25th at the Hays Med Center for Health Improvement. The group is also preparing to launch respite services for caregivers soon.

Along with these promising plans, A Different Mindset Association will partner with K-State Research and Extension to present Alzheimer’s 101 in April. In the program, we will educate about various types of Dementia including Alzheimer’s, Vascular Dementia, Parkinson’s, and more. We will uncover the signs of Alzheimer’s and discuss caregiver support opportunities. The following evening, in a panel discussion with experienced caregivers, participants will have the opportunity to ask questions.

Join us on April 10th and 11th at 6:30 pm at the Hays Cottonwood Extension office to learn more about Alzheimer’s and what you can do to better brain health for you and your loved ones. The cost is free, and the time to learn is now.

WINKEL: Alzheimer’s 101

According to a 1935 online US timeline the US saw dramatic change. Franklin Delano Roosevelt served as US President. That same year Executive Order 7034 created the Works Progress Administration, and on August 14, FDR signed the Social Security Act into law. Despite long term drought effects in the Great Plains, the May 30 – June 2 Republican River Flood marked the deadliest flood ever in Nebraska. Kansan Amelia Earhart made history as the first person to fly solo from Hawaii to California, and Portis native son Tubby Millar’s cartoon character Porky Pig debuted in Looney Tunes “I Haven’t Got a Hat.” Area residents with a radio or access to national newspapers noted world changes while struggling to survive the persistent Depression and keep their kids in school.

While many students didn’t graduate high school during these hard years, Ellis High School recorded 169 enrollees in grades 9 – 12 and 468 grade school students in 1935. Teachers taught 175 days for a nine- month school year. Two male and seven female instructors educated grade school classes while six males and four females instructed high school courses. The grade school had ten out-of-district students enrolled while the high school boasted fifty-four non-resident enrollees. Clearly, the high school program offered much to young people seeking an education.

In 1935, teachers made approximately $125 a month for nine-months. Taxpayers anteed up a12.94 mill levy to fund schools during this economically challenging year. In 1936, the district received over $3,576 in WPA funding. Available data didn’t explain how the district spent this money. By 1938, the state of Kansas collected a sales tax fund and sent the district $1,764 in state aid. This was the first mention of state aid in accessible records. In addition, District 2 received a $3, 094.92 sales tax refund. Notably, school monies were no longer generated only by local taxes. Despite state contributions, the district levied taxes of approximately $26,000 to fulfill their financial responsibilities.

While a poor economy forced students to do without class rings, year books, and other expendable items, the Ellis district maintained a strong band program. According to Eileen Langley, a 1938 graduate, students traveled to various competitions throughout her high school years. She recalled that the American Legion sponsored uniforms, equipment, and trips when the district and parents couldn’t afford the full expense. Sacrifice and hard work paid off when the Ellis High School Band won a national title in Colorado Springs in 1939.

Keep in mind that during these years, area residents suffered disastrous bank and farm failures, drought, and dust storms that deposited soil locals find in attics and walls when they renovate old homes. Despite the struggle, the schools taught not only local kids but also out-of-district pupils. Under such duress, they supported a music program to the degree those kids and their instructor brought home a national band competition title. During this time frame, national government introduced the WPA and Social Security, while Kansas state government established taxation to redistribute to school districts. From those days forward, school finances and structure began to change into what we deal with today.

MADORIN: History of Ellis Schools Part 13: 1935 - 1939

We had a busy week on the House floor debating numerous bills. 

 Here are the details of some of those bills:

House Bill 2527 establishes cost recovery mechanisms for public utilities that construct certain electric generation facilities, revises the determination of rate base, capital structure, and return on equity in utility rate proceedings. The bill also revises the provision of economic development electric rates.

House Bill 2521 requires the State Board of Education to authorize teaching licenses for individuals who complete an alternative teacher certification program.

House Bill 2491 abolishes the Law Enforcement Training Center Fee Fund. All monies from the Law Enforcement Training Center Fee Fund are to be transferred to the State General Fund.

House Bill 2247 modifies certain terms, definitions, deadlines and provisions contained in the uniform consumer credit code and transfers mortgage provisions from the uniform consumer credit code to the Kansas mortgage business act.

Senate Bill 233 provides protections to Kansas citizens 17 and under, that they cannot undergo hormone treatments and or surgeries for a diagnosis of gender dysphoria. In addition, there are significant consequences for any health care provider who chooses to proceed with this type of practice. Similar bills in other states have been successful in ensuring that minors are protected from these procedures and medications.

Senate Bill 340 removes an automobile club from the definition of “person” for purposes of enforcing penalties for violations of insurance law.

I voted “yes” on these remaining bills.  

On Wednesday, March 13, The House Appropriations Committee held a hearing on House Bill 2811.  This bill would require the Department of Corrections to establish a women’s correctional center nursery on the grounds of the Topeka Correctional Facility by January 1, 2026, subject to appropriations. 

The Department would create the Nursery Program for Incarcerated Moms, which would allow eligible offenders to live with a child born to them while in custody for up to 36 months following the birth of the child. The Secretary of Corrections, or a designee of the Secretary, would be required to establish policies for operating the nursery. 

The bill specifies that to be eligible for the program, an offender would have to give birth to a child after sentencing or while in custody, have 36 months or less remaining on her sentence; meet other criteria established by the Secretary or the Secretary’s designee, and have a child that meets the Secretary’s established eligibility criteria. The bill also specifies that any offender with current or prior convictions of certain violent or dangerous crimes would be automatically disqualified from the Program.

I am meeting with members to see if this is a bill we will work in committee.

APPROPRIATIONS COMMITTEE The House Appropriations Committee met this week after we passed the House Budget out of committee the previous week. We had a briefing from the Infrastructure Hub that is administering the program that we established in last year’s budget, the BUILD Kansas program. This program allows for cities and counties from across the state of Kansas to apply for federal dollars. The federal match required, if approved, can be met by the funds that we set aside in last year’s budget.

 We also had another informational hearing on “Zeroeyes,” which implements artificial intelligence detecting cameras in schools and other public areas in identifying potential guns. This is being utilized in other states to quickly respond to school shootings.

WAYMASTER: From the Dome to Home, March 15; licenses for alternative teacher certification considered

2024 SENATE SCENE WEEK 10 March 18, 2024

It may seem hard to believe, but the legislature is now fully ten weeks into its session and has just two weeks remaining prior to “first adjournment.”&nbsp; We will adjourn briefly before returning to wrap up the regular part of the session with veto session beginning April 29 and the target date to end May 2 which is 90 legislative days.&nbsp; This session calendar is very fluid with date changes announced by leadership during Senate and House action.&nbsp;

This week, the Senate took the first major step in finalizing the budget for FY 2025 by passing&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/sb514/" target="_blank">Sub Bill for SB 514</a>.&nbsp; FY 2024 - The bill adjusts total state expenditures to $25.3 billion, including $9.9 billion SGF, in FY 2024.&nbsp; FY 2025 - the bill included expenditures totaling $25.1 billion, including $10.2 billion SGF, for FY 2025.&nbsp;

Major additions to the FY 2024 budget include the following:

The bill also includes the following deletions and transfers:

Eventually, the House will also pass a budget, after which a conference committee will work out differences between the two chambers.&nbsp; The legislature has a constitutional responsibility to pass a balanced budget every session.&nbsp;&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/sb514/" target="_blank">Sub Bill for SB 514</a>&nbsp;passed by a vote of 24-15.&nbsp;&nbsp;I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb539/" target="_blank">SB 539</a>&nbsp;is the second attempt this session at a compromise tax plan after the first bill was vetoed by the governor and sustained by the House.&nbsp;

 A few highlights are listed below.&nbsp;

SB 539 passed with a bi-partisan supermajority of 29-11.&nbsp;&nbsp;I&nbsp;voted&nbsp;yes.&nbsp;

<a href="http://www.kslegislature.org/li/b2023_24/measures/hb2036/" target="_blank">HB 2036</a>&nbsp;would create a sales tax exemption beginning January 1, 2023, for tangible personal property and services purchased by Kansas resident veterans who have been honorably discharged and have at least a 50 percent permanent disability rating sustained through military service.&nbsp;&nbsp;The bill passed 38-2.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb484/" target="_blank">SB 484</a>&nbsp;would exempt, beginning in tax year 2025, certain personal property from all property or ad valorem taxes levied under Kansas law, including snowmobiles, all-terrain vehicles, motorized bicycles, small trailers, and watercraft.&nbsp;&nbsp;The bill passed 29-11.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb376/" target="_blank">SB 376</a>&nbsp;as amended, would extend the income tax credit attributable to the retirement of indebtedness authorized by a single city port authority, currently scheduled to expire after tax year 2024, through tax year 2029.&nbsp;&nbsp;The bill passed 35-5.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb311/" target="_blank">SB 311</a>&nbsp;as amended, would prohibit the sale price at which a property sells in an Internal Revenue Code Section 1031 exchange, build-to-suit transaction, or a sale/leaseback arrangement from being considered an indicator of fair market value or used in arriving at fair market value for property tax purposes.&nbsp;&nbsp;The bill passed 21-19.&nbsp; I&nbsp;voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb498/" target="_blank">SB 498</a>&nbsp;as amended, would amend the adoption tax credit, enact the Pregnancy Resource Act that would provide a tax credit and sales tax exemption for certain contributions to certain pregnancy resource centers and residential maternity facilities.&nbsp; Under the bill, beginning in tax year 2024, the adoption tax credit would increase to 100 percent of the federal adoption tax credit.&nbsp;&nbsp;The bill passed 28-12.&nbsp;&nbsp;<a>I voted yes.</a>

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb307/" target="_blank">SB 307</a>&nbsp;would amend the Kansas Fights Addiction Act to include for-profit private entities in the definition of “qualified applicant.”&nbsp;&nbsp;The bill passed the Senate 39-1 and will be sent to the governor.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/hb2587/" target="_blank">HB 2587</a>&nbsp;would authorize the board of directors of a drainage district within a county or city to meet in executive session in accordance with provisions of the Kansas Open Meetings Act.&nbsp; HB 2587 passed the Senate 40-0.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb500/" target="_blank">SB 500</a>&nbsp;would amend law pertaining to restricted driving privileges for certain individuals who violate the misdemeanor offense of failure to comply with a traffic citation.&nbsp;&nbsp;SB 500 passed the Senate 38-2.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb480/" target="_blank">SB 480</a>&nbsp;would allow the State Board of Tax Appeals to conduct small claims and expedited hearings and appeals by teleconference or video conference as directed by the Chief Hearing Officer or a designee.&nbsp;&nbsp;The bill passed 39-1.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb482/" target="_blank">SB 482</a>&nbsp;as amended, would make several modifications to the revenue neutral rate notification and hearing process.&nbsp; Among the provisions, the bill would specify that county clerks are not required to send hearing notices to owners of property that is exempt from taxation and would also require the vote of a governing body to exceed the revenue neutral rate to take place on the same day as the commencement of the public hearing to exceed the rate.&nbsp;&nbsp;The bill passed 32-8.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb60/" target="_blank">SB 60</a>&nbsp;was the original sales tax exemption bill introduced last year which removes sales tax on the process of meat at our meat processing businesses and was supported by Kansas Farm Bureau and Livestock Association.&nbsp; It was amended in the Taxation and Assessment Committee and the Committee of the Whole by adding a school sales tax holiday, sales tax exemptions for diapers – both children and adult and children and menstrual supplies.&nbsp; It also includes purchases by Exploration Place and Kansas Children’s Discovery Center for their projects.&nbsp; It also includes sales tax exemptions for the Johnson County Christmas Bureau and Doorstep Inc. for the need of personal assistance with food, clothing, and short-term emergency needs.&nbsp;

 </figure>2024 SENATE SCENE WEEK 10 March 18, 2024It may seem hard to believe, but the legislature is now fully ten weeks into its session and has just two weeks remaining prior to “first adjournment.”&nbsp; We will adjourn briefly before returning to wrap up the regular part of the session with veto session beginning April 29 and the target date to end May 2 which is 90 legislative days.&nbsp; This session calendar is very fluid with date changes announced by leadership during Senate and House action.&nbsp;SENATE FLOOR ACTIONThis week, the Senate took the first major step in finalizing the budget for FY 2025 by passing&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/sb514/" target="_blank">Sub Bill for SB 514</a>.&nbsp; FY 2024 - The bill adjusts total state expenditures to $25.3 billion, including $9.9 billion SGF, in FY 2024.&nbsp; FY 2025 - the bill included expenditures totaling $25.1 billion, including $10.2 billion SGF, for FY 2025.&nbsp;Major additions to the FY 2024 budget include the following:<ul>
 <li>The budget also allocates&nbsp;$78.7 million to increase Medicaid outpatient reimbursement rates to help raise Kansas Medicaid base rates, which currently stand at 27% of the average commercial rate at all Kansas hospitals.</li><li>$10.0 million SGF 9State General Fund for the Career Campus match for the Lansing Correctional Facility.</li><li>$20.7 million SGF to cover the shortfall in contract nursing staff costs at Larned State Hospital and Osawatomie State Hospital.</li><li>$20.0 million, all from the Kansas Highway Patrol Operations Fund, to construct a new Central Dispatch Facility and a firing range.</li><li>$10.8 million, including $10.2 million SGF, in FY 2024 and $1.0 million for FY 2025 to address the Pay Plan Shortfall in 2023 SB 25.</li><li>$7.0 million SGF for the centralized electronic credentials verification system required by 2023 SB 66.</li>
 </ul>The bill also includes the following deletions and transfers:<ul>
 <li>Transfer $41.0 million from the Legislature Employment Security Fund to the University of Kansas ($20.5 million) and Wichita State University ($20.5 million)</li><li>$15.7 million SGF for a Southwest border mission. The bill includes language directing expenditures be made to respond to a request for assistance from the State of Texas pursuant to the Emergency Management Compact and that the Adjutant General collaborate with the Governor to activate, mobilize, and deploy state resources to prevent drug and human trafficking and other crimes contributing to an emergency in FY 2024.</li><li>$75 million for a new cancer center at the University of Kansas Medical Center.</li>
 </ul>Eventually, the House will also pass a budget, after which a conference committee will work out differences between the two chambers.&nbsp; The legislature has a constitutional responsibility to pass a balanced budget every session.&nbsp;&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/sb514/" target="_blank">Sub Bill for SB 514</a>&nbsp;passed by a vote of 24-15.&nbsp;&nbsp;I voted yes.An overview of the budget can be viewed by going to:&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/documents/bill_exp_sb514_01_0000.pdf" target="_blank">http://www.kslegislature.org/li/b2023_24/measures/documents/bill_exp_sb514_01_0000.pdf</a>SENATE TAX BILL<a href="http://www.kslegislature.org/li/b2023_24/measures/sb539/" target="_blank">SB 539</a>&nbsp;is the second attempt this session at a compromise tax plan after the first bill was vetoed by the governor and sustained by the House.&nbsp; A few highlights are listed below.&nbsp;<ul>
 <li>Repeal of Income Tax on Social Security:&nbsp;Beginning in tax year 2024, the bill would exempt all Social Security benefits.&nbsp;</li><li>Property Tax Reductions:&nbsp;The bill would increase, beginning in tax year 2024, the amount of residential property exempt from the statewide uniform 20-mill levy to $100,000 of appraised value.&nbsp;</li><li>Standard Deduction Increased for Single Filers:&nbsp;The bill would, beginning in tax year 2024, increase the Kansas individual income tax standard deduction amount for single filers from $3,500 to $4,000.</li><li>Personal Exemptions.&nbsp;The bill increases the personal exemption. Currently, it stands at $2,250 for each person in a household. Under the bill, this would increase to $11,000 for single filers, $22,000 for married filers, plus an additional $3,000 for each dependent in the household to be annually increased by the cost-of-living adjustment determined under Section 1(f)(3) of the Internal Revenue Code</li>
 </ul><ul>
 <li>Financial Institutions Privilege Tax Rate Changes:&nbsp;The bill would reduce the privilege tax rates applied to financial institutions. For banks, the normal tax rate would be reduced to 1.94 percent for tax year 2025, and 1.63 percent for tax year 2026. For trust companies and savings and loan associations, the normal tax rate would be reduced from 2.25 percent to 1.93 percent for tax year 2025.</li>
 </ul><ul>
 <li>Single Rate.&nbsp; After personal exemptions and the standard deduction are calculated, the bill would establish a single rate of 5.7%, which would decrease by .5% annually through 2029, eventually reaching 5.45%.&nbsp;&nbsp;</li>
 </ul>SB 539 passed with a bi-partisan supermajority of 29-11.&nbsp;&nbsp;I&nbsp;voted&nbsp;yes.&nbsp;The Supplemental Note can be viewed by going to:&nbsp;&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/documents/supp_note_sb539_02_0000.pdf" target="_blank">http://www.kslegislature.org/li/b2023_24/measures/documents/supp_note_sb539_02_0000.pdf</a>&nbsp;OTHER SENATE FLOOR ACTION<a href="http://www.kslegislature.org/li/b2023_24/measures/hb2036/" target="_blank">HB 2036</a>&nbsp;would create a sales tax exemption beginning January 1, 2023, for tangible personal property and services purchased by Kansas resident veterans who have been honorably discharged and have at least a 50 percent permanent disability rating sustained through military service.&nbsp;&nbsp;The bill passed 38-2.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb484/" target="_blank">SB 484</a>&nbsp;would exempt, beginning in tax year 2025, certain personal property from all property or ad valorem taxes levied under Kansas law, including snowmobiles, all-terrain vehicles, motorized bicycles, small trailers, and watercraft.&nbsp;&nbsp;The bill passed 29-11.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb376/" target="_blank">SB 376</a>&nbsp;as amended, would extend the income tax credit attributable to the retirement of indebtedness authorized by a single city port authority, currently scheduled to expire after tax year 2024, through tax year 2029.&nbsp;&nbsp;The bill passed 35-5.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb311/" target="_blank">SB 311</a>&nbsp;as amended, would prohibit the sale price at which a property sells in an Internal Revenue Code Section 1031 exchange, build-to-suit transaction, or a sale/leaseback arrangement from being considered an indicator of fair market value or used in arriving at fair market value for property tax purposes.&nbsp;&nbsp;The bill passed 21-19.&nbsp; I&nbsp;voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb498/" target="_blank">SB 498</a>&nbsp;as amended, would amend the adoption tax credit, enact the Pregnancy Resource Act that would provide a tax credit and sales tax exemption for certain contributions to certain pregnancy resource centers and residential maternity facilities.&nbsp; Under the bill, beginning in tax year 2024, the adoption tax credit would increase to 100 percent of the federal adoption tax credit.&nbsp;&nbsp;The bill passed 28-12.&nbsp;&nbsp;<a>I voted yes.</a><a href="http://www.kslegislature.org/li/b2023_24/measures/sb307/" target="_blank">SB 307</a>&nbsp;would amend the Kansas Fights Addiction Act to include for-profit private entities in the definition of “qualified applicant.”&nbsp;&nbsp;The bill passed the Senate 39-1 and will be sent to the governor.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/hb2587/" target="_blank">HB 2587</a>&nbsp;would authorize the board of directors of a drainage district within a county or city to meet in executive session in accordance with provisions of the Kansas Open Meetings Act.&nbsp; HB 2587 passed the Senate 40-0.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb500/" target="_blank">SB 500</a>&nbsp;would amend law pertaining to restricted driving privileges for certain individuals who violate the misdemeanor offense of failure to comply with a traffic citation.&nbsp;&nbsp;SB 500 passed the Senate 38-2.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb480/" target="_blank">SB 480</a>&nbsp;would allow the State Board of Tax Appeals to conduct small claims and expedited hearings and appeals by teleconference or video conference as directed by the Chief Hearing Officer or a designee.&nbsp;&nbsp;The bill passed 39-1.&nbsp; BOWERS: Senate Scene Week 10; second attempt at compromise tax plan

This week the Senate debated SB514, the 2025 budget for over six hours. There were many amendments offered on the Senate bill with few being accepted. This is the first step in finalizing the budget for 2025. The House will pass their budget this week after which a conference committee will work out differences between the two chambers bills. The legislature has the constitutional responsibility to pass a balanced budget every session. The bill adjusts total state expenditures in fiscal year 2024 to $25.3B including $9.9B State General Fund (SGF). In this fiscal year 2025 the bill included expenditures totaling $25.1B, including $10.2B SGF.

Included in the fiscal year 2025 budget are some of the following:

*The budget would allocate $75M for the University of Kansas Medical Center to consolidate its cancer research at one facility in Kansas. Currently, the university carries out its cancer research in fifteen buildings at three different campus sites in the Kansas City area. The $75M from the state for this new research center will be matched by donations. The total cost of this project will be approximately $550M to $600M.

*The budget contains funding for a 5% statewide pay increases to help state employees. This does not include Kansas legislators.

*Increasing Medicaid reimbursement rates. This increase allocates $78.7M to increase Medicaid outpatient reimbursement rates to help raise Kansas Medicaid base rates, which currently stands at 27% of the average commercial rate at all Kansas hospitals.

*The budget includes funding for the KBI of $6.9M that will fund eight new special agents, five forensic scientists, and replacement of the laboratory information system, which is used to process evidence. The information system is more than twenty years old. The Senate’s version for the KBI budget also includes $1.8M to create a children’s victim tax force in southeast Kansas to address internet crimes against children. This task force supports a task force in northeast Kansas in Topeka and western Kansas in Garden City. The budget adds millions of additional dollars to the KBI budget to fight the fentanyl crisis.

*The budget includes $15M for one time funding of childcare sustainability and workforce grants for existing childcare providers. 

*Includes $25M for a state match for Kansas State University ag innovation initiative which stems from the schools $280M initiative on global food and agriculture research and teaching.

*$15.4M will go to Fort Hays State University to expand their nursing program.

*Includes $20M to the Board of Regents to address deferred maintenance for university buildings.

*The budget will include the Kansas children’s cabinet funding for $5M to provide a public private partnership.

*There is also funding for the highway patrol to buy a new airplane, $7.8M.

*Small town infrastructure grants of $10M to provide technical support for drinking water and sewer system upgrades in small towns with population under 1,000.

*There is $28M for World Cup activities for security and transportation. The budget includes funding for the proposed Heartland Flyer passenger rail service for $5M.

*Funding for the Kansas Highway Patrol to construct a $20M new firing range and dispatch facility in Salina.

*Language was added for bonding authority totaling $377.6M to rebuild the Hutchinson Correction Facility and $40.2M for a new health building at the Topeka correctional facility.

 </figure>Topeka March 17, 2024This week the Senate debated SB514, the 2025 budget for over six hours. There were many amendments offered on the Senate bill with few being accepted. This is the first step in finalizing the budget for 2025. The House will pass their budget this week after which a conference committee will work out differences between the two chambers bills. The legislature has the constitutional responsibility to pass a balanced budget every session. The bill adjusts total state expenditures in fiscal year 2024 to $25.3B including $9.9B State General Fund (SGF). In this fiscal year 2025 the bill included expenditures totaling $25.1B, including $10.2B SGF.Included in the fiscal year 2025 budget are some of the following: *The budget would allocate $75M for the University of Kansas Medical Center to consolidate its cancer research at one facility in Kansas. Currently, the university carries out its cancer research in fifteen buildings at three different campus sites in the Kansas City area. The $75M from the state for this new research center will be matched by donations. The total cost of this project will be approximately $550M to $600M. *The budget contains funding for a 5% statewide pay increases to help state employees. This does not include Kansas legislators. *Increasing Medicaid reimbursement rates. This increase allocates $78.7M to increase Medicaid outpatient reimbursement rates to help raise Kansas Medicaid base rates, which currently stands at 27% of the average commercial rate at all Kansas hospitals. *The budget includes funding for the KBI of $6.9M that will fund eight new special agents, five forensic scientists, and replacement of the laboratory information system, which is used to process evidence. The information system is more than twenty years old. The Senate’s version for the KBI budget also includes $1.8M to create a children’s victim tax force in southeast Kansas to address internet crimes against children. This task force supports a task force in northeast Kansas in Topeka and western Kansas in Garden City. The budget adds millions of additional dollars to the KBI budget to fight the fentanyl crisis. *The budget includes $15M for one time funding of childcare sustainability and workforce grants for existing childcare providers. *Includes $25M for a state match for Kansas State University ag innovation initiative which stems from the schools $280M initiative on global food and agriculture research and teaching. *$15.4M will go to Fort Hays State University to expand their nursing program. *Includes $20M to the Board of Regents to address deferred maintenance for university buildings. *The budget will include the Kansas children’s cabinet funding for $5M to provide a public private partnership. *There is also funding for the highway patrol to buy a new airplane, $7.8M. *Small town infrastructure grants of $10M to provide technical support for drinking water and sewer system upgrades in small towns with population under 1,000. *There is $28M for World Cup activities for security and transportation. The budget includes funding for the proposed Heartland Flyer passenger rail service for $5M. *Funding for the Kansas Highway Patrol to construct a $20M new firing range and dispatch facility in Salina. *Language was added for bonding authority totaling $377.6M to rebuild the Hutchinson Correction Facility and $40.2M for a new health building at the Topeka correctional facility.I would like to congratulate the cities of Hays and Russell in receiving a infrastructure grant.It has been an honor to represent the 40th Senate District of Kansas. BILLINGER: Senate Update March 17; Senate passes budget bill

Many people, for a variety of reasons, such as arthritis or other painful conditions, don’t participate in regular physical activity, despite the health benefits it would offer.

The Arthritis Foundation Walk With Ease program was developed to help people with or without arthritis form walking groups whose goals are safety and success. The program’s three major objectives are to provide participants with

· Education about successful physical activity for people with arthritis

· Opportunity to begin and develop an ongoing aerobic fitness program

Walk with Ease’s information and strategies are based on research and tested programs in exercise science, behavior change, and arthritis management.

Groups meet for 6 weeks, three times per week. Each session lasts about one hour. The length of each session depends on how long your group decides to walk. At the start, some people may only be able to walk 5 to 15 minutes, but the program will help you gradually build up to at least 30 minutes of walking, three times a week. The program can be modified to meet the interests and needs of participants, who walk at their own pace.

Each session begins with a brief discussion of a topic important to successful walking or arthritis management. After the discussion the group will warm up, stretch, walk, cool down, and stretch one las time. Walking with a group is fun and groups often spend additional time socializing.

The Walk with Ease program is designed for people with arthritis- young and old, male and female, fit and not-so-fit. It is also suitable for people without arthritis who would like to begin a regular walking program to gain the benefits of regular aerobic exercise.

If you can be on your feet for 10 minutes without increased pain, you can probably participate successfully, and the program can be modified to meet your needs.

If you want to participate but have concerns about your health, consult your health care practitioner before you begin.

To participate in the course, you complete and return an application. Please contact the Cottonwood Extension Office at 785-628-9430 or email moniquek@ksu.edu or you can stop by the office at 601 Main St. to fill out the application. The cost is $15 to participate. I used to get really excited about this time each year at the thought of spring turkey season; not so much anymore. I still hunt them, and I still get excited at the possibility of matching wits with a lovesick ole’ gobbler, but I guess I don’t enjoy bumbling and fumbling around in the dark as much anymore, trying to find that spot I had prepared to sit, or trying to navigate the fields and woods in the dark on older, more unstable legs than the ones that used to carry me along.

I’m not a real seasoned turkey hunter, but I have learned a thing or two, mostly by mistake, about the pursuit of Kansas gobblers. A tried-and-true way of putting yourself on turkeys at first light is to be set up to call them as they leave the roost in the morning. You need to be close, but not too close and you need to be able to get there without being seen or heard by the still-roosted birds. More than once I’ve set up in the morning where I saw birds late the night before and assumed I knew where they roosted, only to be scared spitless the next morning when a big tom gobbled much too near to me in the dark. My error was in not knowing for certain where they roosted and assuming I could come close enough. So, if calling birds as they leave the roost in the morning is your game, either stick around long enough the night before or come back after dark and do some coyote howls or owl hoots to know for sure where they are.

Also, shoot a couple shells through your shotgun to make certain you know where it hits and how the shot pattern looks. I’ve always been told to aim at the featherless part of their throat just below the head; that puts pellets above and below that point and will quickly kill the bird. Also invest in tick treated clothing or buy some good tick repellent spray to spray your outer clothing.

Another thing I’ve learned is not to give up too easily on birds you might spook. Once spooked, you will probably not get a shot at those birds anymore that day where you happen to spook them, but quietly leave and get set up somewhere ahead of them and the game is still on. A few years ago I built a blind out of brush the landowner had cut at the end of a field a couple hundred yards from where I knew a small group of turkeys was roosting. What I hadn’t planned for was the couple lone jakes roosting by themselves just a short distance from my blind.

After they had “called my bluff,” and the group I knew about had shunned me too, I set up again along a creek just around the corner of the same wooded pasture and started calling. The two jakes that had busted me came running enthusiastically and probably would have run over me had I not shot the first one.

Despite what the pros might say, turkey calling does not have to be flawless. Yes, it’s good to know enough that your calls are not screaming bad things about a gobbler’s mother, but in my opinion it’s much more important to be in the right spot and to be well camouflaged, quiet and still.

The 2024 spring turkey season in Kansas runs from April 1 - 16 for youth/disabled hunters, from April 8 - 16 for archery only, and the resident firearms season from April 17 – May 31; that’s a long season. In my mind there is no excuse not to buy a spring turkey permit for $32.50 and hit the woods. GILLILAND: Spring turkey hunting sickness

For Kansas gardeners, St. Patrick’s Day means something much more than donning a favorite green outfit and heading to local celebrations.

Traditionally, the Irish holiday signals the date for planting potatoes.

“Actually, anytime from mid- to late-March is fine for potato planting,” said Kansas State University horticulture expert Cynthia Domenghini.

“Be sure to buy seed potatoes rather than using those bought for cooking. Seed potatoes are certified disease free and have plenty of starch to sprout as quickly as soil temperatures allow.”

Domenghini notes that most seed potatoes can be cut into four pieces – “though large potatoes may yield more,” she said. Each seed should weight between 1 ½ to 2 ounces, and likely more than one eye.

Each pound of seed potatoes should yield 8 to 10 pieces, according to Domenghini.

“Cut the seed 2 to 3 days before planting so that freshly cut surfaces have a chance to suberize, or toughen, which provides a protective coating,” Domenghini said. “Storing seed in a warm location during suberization will speed the process.”

Domenghini recommends planting each seed piece 1 to 2 inches deep and 8 to 12 inches apart in rows.

“Though it is important to plant potatoes in March, they emerge slowly,” she said. “It is often mid- to late-April before new plants poke their way through the soil. As the potatoes grow, pull soil up to the base of the plants. New potatoes are borne above the planted seed piece and it is important to keep sunlight from hitting the new potatoes.”

Domenghini said exposed potatoes will turn green and produce a poisonous substance called solanine. Keeping the potatoes covered will prevent this.

BOOR: St. Patrick's Day

Americans are losing faith in college education.&nbsp; A&nbsp;<a href="https://news.gallup.com/poll/508352/americans-confidence-higher-education-down-sharply.aspx">recent Gallup poll</a>&nbsp;found that only 36% of respondents have “quite a lot” or “a great deal” of faith in higher ed.&nbsp; Multi-billionaire Peter Thiel is offering 20 students&nbsp;<a href="https://www.today.com/money/entrepreneur-whos-paying-kids-not-go-college-6c9677995">$100,000 grants each</a>&nbsp;if they agree&nbsp;not&nbsp;to go to college, working on scientific and technological innovations instead.

There is a sharp partisan divide. Republicans are particularly skeptical, denouncing universities for their diversity, equity and inclusion (DEI) courses and programs.&nbsp; For example, the entire office of DEI at the University of Florida was&nbsp;<a href="https://www.npr.org/2024/03/04/1235725631/university-florida-cuts-dei-office#:~:text=Joe%20Burbank%2FAP-,The%20University%20of%20Florida%20is%20eliminating%20its%20chief%20diversity%20officer,by%20Republican%20Gov.%20Ron%20DeSantis.">recently closed</a>&nbsp;in order to comply with new state policies.&nbsp; Similar policies are&nbsp;<a href="https://www.cjonline.com/story/news/politics/government/2024/03/12/kansas-lawmakers-target-university-diversity-equity-and-inclusion/72865216007/">under consideration in Kansas</a>&nbsp;and numerous other “red” states.&nbsp;&nbsp;

Democrats are not outraged by DEI. Instead, they see college as a&nbsp;barrier&nbsp;to inclusion.&nbsp; Pennsylvania Governor Josh Shapiro&nbsp;<a href="https://www.governor.pa.gov/newsroom/governor-shapiro-leads-the-nation-on-eliminating-college-degree-requirements-expanding-job-opportunities/#:~:text=In%20his%20first%20move%20as,majority%20of%20state%20government%20jobs.">signed an executive order</a>&nbsp;removing the college degree requirement for the vast majority of state jobs.&nbsp; New York City Mayor Eric Adams&nbsp;<a href="https://ny1.com/nyc/queens/education/2024/02/13/cuny-professor-layoffs-in-middle-of-academic-year-amid-budget-cuts#:~:text=Mayor%20Eric%20Adams'%20budget%20cuts,go%2C%20and%20some%20classes%20cancelled.">slashed $23 million&nbsp;</a>from the City University of New York system, causing many faculty to be laid off and programs cut.&nbsp; Right here in Kansas, a Board of Regents appointed by Governor Laura Kelly authorized&nbsp;<a href="https://www.aaup.org/report/academic-freedom-and-tenure-emporia-state-university-kansas">similar cuts at Emporia State University</a>, forcing layoffs of tenured faculty and multiple program suspensions, with the cuts mostly falling on the former College of Liberal Arts and Sciences.&nbsp; The University and KBOR did not follow established procedures for program suspensions and faculty dismissals, and they now face multiple lawsuits.

There is still one place where one does&nbsp;not&nbsp;find a strong case against college education:&nbsp; the data.&nbsp; Evidence for the benefits of college remains overwhelming.&nbsp; The average “college bonus” to one’s income today is&nbsp;<a href="https://www.aplu.org/our-work/4-policy-and-advocacy/publicuvalues/employment-earnings/#:~:text=College%2Deducated%20workers%20enjoy%20a,is%20a%20high%20school%20diploma.&amp;text=The%20earnings%20gap%20between%20college,less%20education%20continues%20to%20widen.">2 million, 800 thousand dollars</a>&nbsp;over a lifetime. Compare this with the&nbsp;<a href="https://www.collegedata.com/resources/pay-your-way/whats-the-price-tag-for-a-college-education#:~:text=According%20to%20the%20College%20Board,%2420%2C310%20at%20public%20colleges*">average net (post-financial aid) total price&nbsp;</a>for four years at a public university ($81,240) or a private one ($136,160), and the bargain becomes clear.&nbsp;&nbsp;

The case for college goes far beyond dollars and cents.&nbsp; College graduates are healthier and happier. A&nbsp;<a href="https://www.nber.org/system/files/working_papers/w12352/w12352.pdf">report published by the National Bureau of Economic Research</a>&nbsp;shows that more education correlates with better health outcomes on a host of physical and mental health indicators.&nbsp; Those with more years of education are less likely to have heart disease, cancer, diabetes, and other chronic illnesses.&nbsp; They are also less likely to suffer from anxiety and depression.&nbsp; This is not just because of the higher incomes.&nbsp; More education means one is less likely to compromise one’s health with habits like smoking, sedentary lifestyles, and poor diets.&nbsp; It is the&nbsp;education,&nbsp;not just the money, that leads to improved outcomes.&nbsp; Each additional year of education accrues more health benefits, and there is no ceiling.&nbsp; This should shed healthy doubt on the current attempt to make college faster and cheaper–doing so limits college’s biggest benefits.

The college experience itself is another such benefit:&nbsp; the chance to&nbsp;<a href="https://www.mpsanet.org/fighting-to-preserve-the-college-experience/">spend four years exploring</a>, with new experiences, skills, and friendships developed before entering the workforce.&nbsp; Such opportunities should not be privileges for the wealthy and upper middle class.&nbsp; They are for everybody.&nbsp;

No one should be pressured into going to college if they do not want to do so.  One can have a successful career and a satisfying life without it.  Yet for most, the data show the benefits of a traditional college education to be rock solid, no matter what the billionaires and the politicians say.

SMITH Insight KansasAmericans are losing faith in college education.&nbsp; A&nbsp;<a href="https://news.gallup.com/poll/508352/americans-confidence-higher-education-down-sharply.aspx">recent Gallup poll</a>&nbsp;found that only 36% of respondents have “quite a lot” or “a great deal” of faith in higher ed.&nbsp; Multi-billionaire Peter Thiel is offering 20 students&nbsp;<a href="https://www.today.com/money/entrepreneur-whos-paying-kids-not-go-college-6c9677995">$100,000 grants each</a>&nbsp;if they agree&nbsp;not&nbsp;to go to college, working on scientific and technological innovations instead.There is a sharp partisan divide. Republicans are particularly skeptical, denouncing universities for their diversity, equity and inclusion (DEI) courses and programs.&nbsp; For example, the entire office of DEI at the University of Florida was&nbsp;<a href="https://www.npr.org/2024/03/04/1235725631/university-florida-cuts-dei-office#:~:text=Joe%20Burbank%2FAP-,The%20University%20of%20Florida%20is%20eliminating%20its%20chief%20diversity%20officer,by%20Republican%20Gov.%20Ron%20DeSantis.">recently closed</a>&nbsp;in order to comply with new state policies.&nbsp; Similar policies are&nbsp;<a href="https://www.cjonline.com/story/news/politics/government/2024/03/12/kansas-lawmakers-target-university-diversity-equity-and-inclusion/72865216007/">under consideration in Kansas</a>&nbsp;and numerous other “red” states.&nbsp;&nbsp;Democrats are not outraged by DEI. Instead, they see college as a&nbsp;barrier&nbsp;to inclusion.&nbsp; Pennsylvania Governor Josh Shapiro&nbsp;<a href="https://www.governor.pa.gov/newsroom/governor-shapiro-leads-the-nation-on-eliminating-college-degree-requirements-expanding-job-opportunities/#:~:text=In%20his%20first%20move%20as,majority%20of%20state%20government%20jobs.">signed an executive order</a>&nbsp;removing the college degree requirement for the vast majority of state jobs.&nbsp; New York City Mayor Eric Adams&nbsp;<a href="https://ny1.com/nyc/queens/education/2024/02/13/cuny-professor-layoffs-in-middle-of-academic-year-amid-budget-cuts#:~:text=Mayor%20Eric%20Adams'%20budget%20cuts,go%2C%20and%20some%20classes%20cancelled.">slashed $23 million&nbsp;</a>from the City University of New York system, causing many faculty to be laid off and programs cut.&nbsp; Right here in Kansas, a Board of Regents appointed by Governor Laura Kelly authorized&nbsp;<a href="https://www.aaup.org/report/academic-freedom-and-tenure-emporia-state-university-kansas">similar cuts at Emporia State University</a>, forcing layoffs of tenured faculty and multiple program suspensions, with the cuts mostly falling on the former College of Liberal Arts and Sciences.&nbsp; The University and KBOR did not follow established procedures for program suspensions and faculty dismissals, and they now face multiple lawsuits.There is still one place where one does&nbsp;not&nbsp;find a strong case against college education:&nbsp; the data.&nbsp; Evidence for the benefits of college remains overwhelming.&nbsp; The average “college bonus” to one’s income today is&nbsp;<a href="https://www.aplu.org/our-work/4-policy-and-advocacy/publicuvalues/employment-earnings/#:~:text=College%2Deducated%20workers%20enjoy%20a,is%20a%20high%20school%20diploma.&amp;text=The%20earnings%20gap%20between%20college,less%20education%20continues%20to%20widen.">2 million, 800 thousand dollars</a>&nbsp;over a lifetime. Compare this with the&nbsp;<a href="https://www.collegedata.com/resources/pay-your-way/whats-the-price-tag-for-a-college-education#:~:text=According%20to%20the%20College%20Board,%2420%2C310%20at%20public%20colleges*">average net (post-financial aid) total price&nbsp;</a>for four years at a public university ($81,240) or a private one ($136,160), and the bargain becomes clear.&nbsp;&nbsp;The case for college goes far beyond dollars and cents.&nbsp; College graduates are healthier and happier. A&nbsp;<a href="https://www.nber.org/system/files/working_papers/w12352/w12352.pdf">report published by the National Bureau of Economic Research</a>&nbsp;shows that more education correlates with better health outcomes on a host of physical and mental health indicators.&nbsp; Those with more years of education are less likely to have heart disease, cancer, diabetes, and other chronic illnesses.&nbsp; They are also less likely to suffer from anxiety and depression.&nbsp; This is not just because of the higher incomes.&nbsp; More education means one is less likely to compromise one’s health with habits like smoking, sedentary lifestyles, and poor diets.&nbsp; It is the&nbsp;education,&nbsp;not just the money, that leads to improved outcomes.&nbsp; Each additional year of education accrues more health benefits, and there is no ceiling.&nbsp; This should shed healthy doubt on the current attempt to make college faster and cheaper–doing so limits college’s biggest benefits.The college experience itself is another such benefit:&nbsp; the chance to&nbsp;<a href="https://www.mpsanet.org/fighting-to-preserve-the-college-experience/">spend four years exploring</a>, with new experiences, skills, and friendships developed before entering the workforce.&nbsp; Such opportunities should not be privileges for the wealthy and upper middle class.&nbsp; They are for everybody.&nbsp;No one should be pressured into going to college if they do not want to do so. One can have a successful career and a satisfying life without it. Yet for most, the data show the benefits of a traditional college education to be rock solid, no matter what the billionaires and the politicians say.

INSIGHT KANSAS: The Case for College

JETMORE — There has been a real emphasis on using cover crops or adding livestock into cropping systems to improve soil health, and for some producers this works very well. But while these practices, which seem to be the buzz words of the day, we to not think about other ways to improve the resiliency of our soil and continue to grow profitable crops. 

Here is a list of a few other practices and strategies that can also be used to improve the soil.

1. Have a balanced fertility program.

Using the 4Rs concept of, 1) use the right product, 2) put on the right rate, 3) apply at the right time and 4) put it in right place is good place to start. 

With fertility being a big share of the cost of production this can pay big dividends in a hurry. Implementing grid soil sampling and using variable rate technology where fertilizer is applied based on the specific fertility needs on 2.5 to 5-acre grids could lower your fertility cost even more. Like the advertisement says, “if you don’t test, it's just a guess,” and at today's fertilizer price you can’t afford to just guess.

2. Soil pH plays a vital role in nutrient availability.

Most plants are most efficient in nutrient uptake with soil pH in that 6.5 to 7.0 range, or around neutral. When the soil pH is too high, or too low, nutrients tend to get tied up in the soil and become unavailable to the crop. Most western Kansas soils are inherently neutral or alkaline with a pH of 7.0. or above. But soil pH has dropped significantly, with some fields down to the lower 5s, due to the decades use of acid-based fertilizers, like anhydrous ammonia, dry urea, UAN and others. A composite soil sample and a $25.00 soil analysis is a good place to start to see where your pH levels are. From there you can come up with a long-term strategy to get everything in balance if you need to.

3. Reducing tillage operations is another way to improve soil health.

Tillage cost money and breaks down the pore spaces for water and air to flow through the soil. It also disrupts the soil biology that help form soil aggregates. These microscopic clumps of individual soil particles of sand silt in clay, held together by biological glues, are what help create pore spaces. Soils with good soil aggregation have higher water infiltration rates and better water holding capacity.&nbsp;In western Kansas everything is dependent on the amount of moisture we can capture and store in the soil and excessive tillage reduces our soil’s ability to do that.

These are just a few simple, cost-effective ways to improve your soil. Like everything, consider what it will cost to implement some of these techniques on your farm to determine if you can get a positive return on investment.

March Madness is upon us! While some people's thoughts turn towards basketball, brackets, and buzzer-beaters, we in the weather community have our own March Madness event: a challenge amongst US states to sign up as many new observers as possible for a program known as CoCoRaHS. CoCoRaHS, the Community Collaborative Rain, Hail, and Snow Network, is a citizen-based project in which observers measure precipitation at their home or business using a standard, high-quality rain gauge and report their daily totals each morning via the project’s web site or through the CoCoRaHS app. CoCoRaHS aims to accurately determine where and how much precipitation falls across North America. CoCoRaHS began in 1998 at Colorado State University. Kansas was the third state to join back in 2004. 2023 marked the 25th anniversary of the project.

CoCoRaHS in Kansas is grateful for all of the observers, but they still need more help to improve the coverage of the entire state. Despite a count that averages out to 8 observers per county, there are five counties in Kansas with no active observers: Greeley, Haskell, Linn, Morton, and Woodson. There are 27 more counties with three or fewer observers. Why is statewide coverage so important? The Kansas Climate Office uses precipitation reports (rain, snow, and ice) to assess drought conditions across Kansas. Without reports, they have no idea exactly how much rain fell or exactly where it fell and where it didn’t, which makes it more difficult to determine drought status properly. They occasionally hear from people who point out that the weekly US Drought Monitor map, which that office contributes weekly, doesn’t accurately reflect conditions at their location. They often have no reported rainfall, or lack thereof, from their location. They are only as good as the data they receive!

Growing up as the daughter of a barber and a bus driver, I couldn’t have imagined that one day, I would be the President of Fort Hays State University. I was a first-generation college student — underfunded and underprepared. However, I had faith in my dreams. I had an on-campus job to help pay my bills but relied on the generosity of donors to reach my goals. Knowing I had strangers who believed in me and contributed to my success pushed me to be the best version of myself.

Whenever I meet students at Fort Hays State, thanks to the generosity of the philanthropists who support our students, I see a young version of myself in them. I know firsthand how donors can change the trajectory of a student’s life. The power of philanthropy and planned giving is evident in its transformative impact on the lives of individuals pursuing higher education, especially those facing financial obstacles.

My journey was shaped by the kindness and faith of strangers who contributed to my success. Their support, combined with my dedication and determination, laid the foundation for the person I am today. Recognizing the profound impact financial assistance can have on a student’s life, I included FHSU in my estate plans.

As I reflect on my life and the impact Fort Hays State University has had on it, I am filled with gratitude and a sense of purpose. I genuinely believe in the value and potential of this university and our hardworking students. It brings me great joy to think about the lasting impact my legacy will have.

Heart of a Tiger: Philanthropy, Wooster Society at FHSU

We find it troubling that Ms. Dreiling seems to be misrepresenting how long Hays residents have been asking for a polling location on the Fort Hays State University campus.

This request predates even Ms. Dreiling herself as county clerk. In fact, various cycles of FHSU students involved in the American Democracy Project have been calling for an accessible polling location on campus for Hays residents for over 30 years now, and Ms. Dreiling has been hearing these requests since she took office in 2020.

Maybe she misunderstands this organizing model: this community was approached and asked us what our biggest need was and offered tools to get attention on the issue we otherwise wouldn't have. That support has included texts encouraging Ms. Dreiling’s constituents who support a campus polling location to make their voices heard. <a href="https://hayspost.com/posts/b41ff16d-5ac9-48bb-af4a-8e749624ead3">Because in contrast, by ignoring requests from voters and even closing the poll closest to FHSU last year, Ms. Dreiling is clearly more interested in arguing with us in the local paper and ensuring our voices are not heard.</a>A couple of things Ms. Dreiling points out: 1) there are many considerations for accessibility with any new polling location and 2) turnout at the polling location she shut down was low.Yes, we agree. But here, she either forgets or intentionally fails to include that 1) she received numerous proposals for FHSU locations that would meet those location considerations, proposals that included far more detail than the more distant location she ultimately decided on and 2) <a href="https://www.aclukansas.org/en/publications/all-democracy-still-local">research shows that in Kansas, having more polling locations in a county has the highest correlation with voter turnout. Fewer voters per poll means a poll is less crowded, has shorter lines, and that voters have less average distance to travel.</a>There is something disturbing about a public official responding to low voter turnout in a certain precinct by shutting down access even more and to constituent requests with divisive smoke and mirrors. As a county clerk, Ms. Dreiling has enormous power and numerous tools at her disposal to increase voter turnout, and none of these are closing a poll.By trying to center the conversation on her victimhood, Ms. Dreiling aims to erase the recent history of how she has (failed to) engage or meet the needs of her own constituents and tries to shirk the responsibility of her office.
