Western Kan. lakes included in blue-green algae warning from KDHE

The Hays Area Planning Commission is scheduled to conduct a public hearing at 6:30 p.m. Monday for a rezoning request from the city of Hays.

The&nbsp; city purchased the additional property  at 1732 W. 41st Street around a city water well and booster&nbsp;station several years ago with future development of a fire station in mind.&nbsp;

The property has always been in agriculture production and is currently zoned A-L Agriculture
District. The request is to change the zoning to P-I Public and Institutional District.

The Kansas Department of Transportation has started a field survey for proposed improvements on a portion of K-27 in Wallace County.

The survey is for proposed pavement reconstruction and shoulder widening on approximately 5.5 miles of K-27 from Zigzag Road to the Sherman County line. Crews will also be surveying three bridges along the project corridor.

Activities will include the use of survey instruments on the ground to determine locations of existing features within the survey corridor. KDOT expects work to be complete by the end of December.

Crews will contact property owners or tenants for permission to enter private property if access is needed.&nbsp;

BUNKER HILL– This summer Smoky Hills PBS is working with public libraries throughout central and western Kansas to conduct summer reading programs through the Share a Story project. 

This year’s theme is Oceans of Possibilities.

Share a Story is a 45-60 minute program geared toward children ages 2-7. Each program consists of the following format:

1. Read a book by Wild Kratts – “Wild Sea Creatures: Sharks, Whales, and Dolphins”

2. View a show related to the book – “Wild Kratts Stuck on Sharks” (approx. 20 minutes)

Each participant receives his or her own book and related materials.

Share a Story helps children become better readers by inspiring adults to read to children every day. Research shows that activities like these do make a difference. Children who are read to every day, from birth on, do better in school, become good listeners and writers, and have better language, critical and imaginative skills.

Simple, fun daily activities like reading aloud, storytelling, rhyming, singing, exercise, drawing, and acting, teach young children language and literacy skills – and that’s what Smoky Hills PBS Share a Story is all about!

KANSAS CITY, Kan.&nbsp;– The Kansas Department of Wildlife and Parks is currently accepting applications for 2022-2023 “Special Hunts” – hunts conducted on lands not normally open to unrestricted hunting, which include select KDWP-managed properties, refuges, Walk-in Hunting Access areas, city and county properties, and other locations. KDWP’s Special Hunts also limit the number of participants to ensure a quality experience or to achieve specific management goals, such as herd reduction.

This fall and winter, more than 370 special hunting opportunities will be held on the following properties:

Hunters have the option to apply in four categories, including youth, mentor, disabled, and open hunts. Youth hunts require parties to include at least one youth who must be accompanied by an adult mentor, and the adult(s) may not hunt. Mentor hunts are open to both youth and/or inexperienced (novice) hunters who are each supervised by a licensed adult mentor, during which time both the novice and mentor may hunt. Disabled hunts are designed for individuals with disabilities. And lastly, open hunts are available to all persons, with no age or experience restrictions.

Hunters should note, prior to applying, that KDWP’s Special Hunts program only provides access to properties; Licenses, permits, tags, stamps, and Hunter Education are still required, unless exempt.&nbsp;

KDWP’s Licensing staff will draw applications for fall and winter special hunts on Aug. 8 (for hunts taking place in September/October 2022), Sept. 26 (for hunts taking place in November/December 2022) and again on Dec. 12 (for hunts taking place in January/February 2023).

BATON ROUGE, La. — Pamela Baumfalk of Hays, Kansas, was recently initiated into The Honor Society of Phi Kappa Phi, the nation's oldest and most selective all-discipline collegiate honor society. Baumfalk was initiated at Fort Hays State University.

Baumfalk is among approximately 25,000 students, faculty, professional staff and alumni to be initiated into Phi Kappa Phi each year. Membership is by invitation only and requires nomination and approval by a chapter. Only the top 10 percent of seniors and 7.5 percent of juniors are eligible for membership. Graduate students in the top 10 percent of the number of candidates for graduate degrees may also qualify, as do faculty, professional staff and alumni who have achieved scholarly distinction.

Phi Kappa Phi was founded in 1897 under the leadership of undergraduate student Marcus L. Urann who had a desire to create a different kind of honor society: one that recognized excellence in all academic disciplines. MANHATTAN — Public hearings will be conducted in western Kansas on July 26 and 27 to consider the proposed renewal of two Local Enhanced Management Area (LEMA) management plans in the region. The hearings by the Kansas Department of Agriculture (KDA) Division of Water Resources will provide the opportunity for in-person oral statements, and written comments may be submitted prior to the hearings.

A LEMA is a tool that allows local groundwater management districts (GMDs) to set goals and corrective control measures to aid in water conservation.

The Sheridan 6 LEMA was established in a designated area in Sheridan and Thomas counties in 2013 and extended in 2017. 

The GMD 4 LEMA was established in a designated area in Cheyenne, Decatur, Rawlins, Gove, Graham, Logan, Sheridan, Sherman, Thomas and Wallace counties in 2018.

For both LEMAs, the plans for proposed renewal were previously submitted to the chief engineer by GMD No. 4 and were found to be acceptable for further consideration.

The chief engineer will serve as the presiding officer at both hearings and will consider the effectiveness of the current LEMA plans’ provisions in meeting those plans’ stated goals. The chief engineer will also consider whether conditions within the LEMA boundaries continue to warrant the designation of a LEMA and whether the corrective controls proposed by the LEMA plans are in the public interest, and will ultimately determine whether the LEMA plans should be renewed as proposed.

TOPEKA — The Kansas Department of Health and Environment has issued a boil water advisory for&nbsp;the city of Smith Center public water supply system.

Customers should observe the following precautions until further notice:

The advisory took effect on July 9 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a water line break resulting in a loss of pressure in the distribution system. Failure to maintain adequate pressure may lead to a loss of chlorine residuals and result in bacterial contamination.

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

A harmful algal bloom may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. KDHETOPEKA — The Kansas Department of Health and Environment and the Kansas Department of Wildlife and Parks have issued several public health advisories for Kansas lakes due to blue-green algae.&nbsp;A harmful algal bloom may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache.  </ul>A&nbsp;Watch status&nbsp;means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.&nbsp;During the watch status, KDHE recommends the following precautions be taken:&nbsp;<ul>
 <li>Signage will be posted at all public access locations.&nbsp;</li><li>Water may be unsafe for humans/animals.&nbsp;</li><li>Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.&nbsp;</li><li>Swimming, wading, skiing and jet skiing are discouraged near visible blooms.&nbsp;</li><li>Boating and fishing are safe. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.&nbsp;&nbsp;If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. LOGAN — The Hansen Museum’s Continuing Education Program is excited to have representational landscape painter of the west and Signature Member of Oil Painters of America, David Vollbracht,&nbsp;who will&nbsp;teach a 3-day oil painting workshop at the Hansen Museum&nbsp;on&nbsp;July&nbsp;14, 15, &amp; 16, 2022. During this workshop, David will demonstrate oil painting techniques and teach students to enhance their personal painting style with composition, color, and brushwork. &nbsp;Students will explore design, colors, values, and composition as well as the more elusive elements of mood, passion, and attitude.&nbsp;

Mr. Vollbracht earned his art degree from Fort Hays State University. His knowledge has been nurtured by attending the workshops of&nbsp;oil painters such as&nbsp;Clyde&nbsp;Aspevig&nbsp;and Wayne Wolfe. David’s art reflects the quality of light, nature, and spirit drawn from the land. David emphasizes the beauty and importance of the natural landscape in his compositions. The Kansas Department of Transportation will begin work on a pair of road construction projects in Gove and Logan counties starting Tuesday.

In Gove County, crews will be completing a mill and overlay on 15 miles of K-23 starting at the south city limits in Gove and ending at the Sheridan County line. The project area will also include the K-23 alternate through Grainfield and K-23 spur.

Crews will also mill and overlay 26 miles of U.S. 40 in Logan County. Work will begin at the Wallace County line and extend east to the east K-25 junction.

Traffic will be directed through both work zones by flaggers and a pilot car operation. Delays up to 15 minutes should be anticipated.

KDOT expects the projects to be completed by the end of August, weather permitting.

The primary contractor for the Gove County project is APAC Kansas Inc. Shears Division, of Hutchison, with a total contract cost of approximately $3.5 million. Venture Corp. of Great Bend is the primary contractor for the nearly $3.8 million Logan County project.

Free&nbsp;cancer&nbsp;screenings will be held&nbsp;from 9 to noon Saturday,&nbsp;July 30,&nbsp;at the&nbsp;First United Methodist Church&nbsp;at&nbsp;305 W. Seventh.&nbsp;The&nbsp;free cancer screenings&nbsp;are&nbsp;hosted by&nbsp;Hays&nbsp;Masonic Lodge No.&nbsp;195, Masonic&nbsp;Cancer Alliance, and The University of Kansas Cancer Center.&nbsp;This community outreach event is free and open to the public. No appointments are necessary to participate in the screening event.

Lodge members and staff from&nbsp;MCA&nbsp;are teaming up with&nbsp;health&nbsp;professionals&nbsp;from&nbsp;the&nbsp;University of Kansas Medical Center to provide&nbsp;health&nbsp;services that include:

According&nbsp;to the&nbsp;American Academy of Dermatology,&nbsp;approximately&nbsp;9,500&nbsp;Americans&nbsp;are diagnosed&nbsp;withsome&nbsp;form&nbsp;of&nbsp;skin&nbsp;cancer&nbsp;every&nbsp;day,&nbsp;and&nbsp;nearly&nbsp;250&nbsp;of&nbsp;those&nbsp;are&nbsp;diagnosed&nbsp;with&nbsp;melanoma,&nbsp;the&nbsp;deadliest&nbsp;skin&nbsp;cancer.&nbsp;The&nbsp;Centers&nbsp;for Disease&nbsp;Control&nbsp;reports&nbsp;that cancer&nbsp;is currently the second&nbsp;leading cause ofdeath in Kansas,&nbsp;and&nbsp;the&nbsp;region&nbsp;has&nbsp;higher than&nbsp;average&nbsp;rates of&nbsp;skin&nbsp;cancer&nbsp;compared to&nbsp;other&nbsp;parts of&nbsp;thecountry.

When it comes to the possibility of cancer, it&nbsp;is always better to catch a potential problem in the earliest stage possible. Anyone identified&nbsp;with&nbsp;a possible health concern at one of the free cancer screenings is&nbsp;advised&nbsp;by&nbsp;the&nbsp;screening&nbsp;team&nbsp;to&nbsp;follow up with his/her&nbsp;local&nbsp;physician.
