On Saturday, April 26, 2025, from 10 a.m. to 2 p.m., the Ellis County Sheriff's Office will be participating&nbsp;in the Drug Enforcement Administration’s National Prescription Drug Take Back Day.

This bi-annual&nbsp;event allows for the public to anonymously dispose of old, unused, unwanted, or no longer needed&nbsp;medications.

The event will be held in the north parking lot of the Ellis County Law Enforcement Center,&nbsp;105 W. 12th St., Hays.

The Ellis County Sheriff's Office is encouraging the public to remove unused and unneeded medications&nbsp;from their homes as a measure of preventing medication misuse and opioid addiction from ever&nbsp;starting.

Items that will be accepted are tablets, capsules, patches, and other solid forms of prescription drugs.

Prescription medications can be disposed of in the original container or placed in a Ziploc bag.

Liquids (including intravenous solutions), syringes and other sharps such as diabetic&nbsp;needles and Epi-Pens, as well as illicit drugs will not be accepted.

This roundtable was scheduled to provide a unique platform for hospital leaders to engage in meaningful discussions with Secretary Kennedy and HHS leadership. The focus was on several critical topics that are vital to the healthcare community in Kansas, including strategies to reduce administrative burden, promoting continuity of care, and incentivizing coordination and innovation.

Herrman’s participation in this roundtable is a testament to his expertise in the field of healthcare and is a remarkable opportunity for HaysMed to be represented at a national level, showcasing the hospital’s commitment to innovation in advanced rural healthcare.

While the economic contributions of hospitals are substantial, the healthcare sector faces challenges, including workforce shortages, evolving regulatory landscapes, and financial pressures from uncompensated care. The Hays City Commission on Thursday heard a request from A&amp;A Coors for a resolution authorizing industrial revenue bonds for a new warehouse in Hays.

The business, 823 E. Eighth St., plans to construct a new 43,000-square-foot commercial warehouse and distribution facility in the industrial park at Ninth and Commerce Parkway.

The developer estimates the facility to be about a $7 million project, Jarrod Kuckleman, assistant city manager, said.

The business serves 22 counties across northwest Kansas, Corey Leiker, sales manager, said. It has been operating in Hays since 1969.

The company recently added three new employees, and with the expansion, may add more,&nbsp;Leiker said.

Leiker said Coors has been expanding its product lines with new flavor profiles, as well as its sales of non-alcoholic beverages, including Red Bull.

The business has a recycling center on-site, and Leiker said the company is considering options to continue its commitment to recycling.

The developer is requesting industrial revenue bonds, also known as IRBs, be issued to benefit the project. Using the bonds will allow the developer to obtain a sales tax exemption for all purchases related to the project's construction and a real property tax abatement for up to 10 years.

Kuckleman said the sales tax exemption will be worth about&nbsp;$38,812, and the property tax exemption will be worth about&nbsp;$260,000 over the 10 years of the abatement.

Before granting the request, the city must have a public hearing on the bonds. That hearing is scheduled for Thursday.

The payment obligations are solely the responsibility of the developer and would not increase local taxes,&nbsp;Kuckleman said.

Mayor Sandy Jacobs said, "The investment that has been made in this community by the Aubel family is not lost on us. This $7 million facility, I could tell you, could go anywhere. There are lots of communities that would like to have this project, and we are very grateful that you chose to keep it here."

Jesse Rohr, director of public works, is recommending spending $101,000 with&nbsp;C-Hawk Construction of Eudora for pavement markings.

The city requested bids for the marking project when it let the bids for the annual street maintenance projects, but received none.

When the city issued a request for bids again, the low bid was from C-Hawk. Rohr said the bid of $54,691 for work on Hall and 13th Street was so much lower than the $110,000 budgeted, the city reached out to the company to see if it could do additional work this summer.

The city requested additional markings for the Vine Street roundabouts. Rohr said the roundabouts' markings, which have not been remarked since they were installed in 2020, have deteriorated significantly due to high traffic and repeated salt treatments.

Rohr said the additional marking project was added for a total cost of $101,420, which was still less than the amount budgeted for the original projects.

The commission heard a report on a bid for water resource department parking lot and access improvements.&nbsp;City staff solicited bids for concrete paving of the parking lot and entrance area at the Water Treatment Plant and Water Resources Maintenance Facility.

The project was budgeted for $130,000. A single bid was received for $136,483 from&nbsp;Morgan Brothers Construction. Despite being slightly over budget, the city staff is recommending approval of the bid.

The cost will be split between the water treatment and water resource maintenance capital funds.

The commission also heard a report&nbsp;from Fort Hays Tech/North Central on the Big Creek Technical Training facility.

TOPEKA&nbsp;–&nbsp;Governor Laura Kelly has announced that 11 rural roadway projects will receive a total of $8.1 million in federal funds through the Kansas Department of Transportation’s High Risk Rural Roads (HRRR) Program.&nbsp;&nbsp;

Included are projects in Osborne and Trego counties.&nbsp;

“Made possible through the IKE Transportation Program, these projects address much needed upgrades of rural roadways,” Kelly said.&nbsp;“By improving intersections, signage, and other critical roadway features, we are building momentum for a safer, stronger Kansas.”&nbsp;

The HRRR program is federally funded through the Highway Safety Improvement Program and is designed to improve the safety and efficiency of rural roads. An additional $1.6 million in local funds will be utilized for the selected projects. This year’s 11 HRRR projects were selected from 29 applications seeking $29.9 million in funds.&nbsp;&nbsp;

“With over 20% of fatal and serious injury crashes occurring on county roads, strong partnerships will be necessary to achieve the goal of zero roadway fatalities,”&nbsp;said Transportation Secretary Calvin Reed. “KDOT's collaboration with local governments through programs like HRRR benefits our communities and strengthens connections across the state.”&nbsp;

Projects in this program fall into one of two categories: Systemic (encompassing a local roadway network) or Site Specific. 

The county, category, amount awarded, county match, and brief description for the selected projects are below:

&nbsp;GREAT BEND — Cheyenne Bottoms is located on the Central Flyway, a bird migration route that connects Canada to South America. 

Seventy percent of all the different shorebird species in North America have been recorded at Cheyenne Bottoms; late April is prime time to view the birds using our wetlands for rest and fuel.

Join&nbsp;Kansas Wetlands Education Center&nbsp;on April 21 to see this migration in person. We will be offering two guided birding tours around Cheyenne Bottoms. Our van seats 11 birdwatchers, and extra vehicles can caravan behind our bird van which will stop at several locations to view wildlife.

2-3 p.m. – We will show Flyways, a Nature episode that previously aired on PBS, in our auditorium. This documentary follows the shorebirds that fly thousands of miles each year along flyways.

More than 200 species, such as Long-billed Curlews, Lesser Yellowlegs, Red Knots, and Hudsonian Godwits, travel from feeding grounds in the southern hemisphere to breeding grounds in the Arctic and back again, flying up to nine days non-stop without food or water. But their populations are crashing amidst climate change and urban development.

Follow a conservation movement of bird-loving experts and citizen scientists as they mobilize to the challenge of understanding and saving shorebirds. Many of the birds featured in the documentary can be spotted at Cheyenne Bottoms on April 21.

2-3 p.m. – As the 53-minute documentary may be too long for young audiences, this tour will be designed for families with young children. We will stop at our observation tower, learn to use binoculars, identify different birds, look for aquatic invertebrates, and play a migration game.

3-4 p.m. – Those who enjoy the Flyways documentary will go on a birding tour around Cheyenne Bottoms. This is a free program. No registration is required.&nbsp;

Kansas Wetlands Education Center to host flyways, bird migration tours on April 21

WASHINGTON, D.C. — It is exciting that I get to share my thoughts with you this week from Washington, D.C.! I traveled with four of our Kansas 4-H Youth Council delegates to attend the 2025 National 4-H Conference.

National 4-H Conference is a 98-year-old tradition administered by the USDA National Institute of Food and Agriculture with the intent to develop the next generation of leaders.

Youth participants had the opportunity to prioritize several challenge questions that they were interested in working on and presenting a youth perspective briefing. A key component of the National 4-H Conference is to amplify youth voice so a Youth Leadership team assists in conference planning and a Collegiate Facilitator Team host and facilitate youth roundtable groups.

The 21 challenge questions provide the foundation for the roundtable groups to research and develop a presentation to share youth perspective ranging from Financial Literacy to Youth Engagement, Preparedness, Resilience to Empowering Youth in Rural Communities to Future Food and Agriculture Workforce. The roundtable group will develop a 45-minute briefing presentation for a related federal partner. I am so excited to see the thought-provoking ideas that come out of this work.

In addition to many hours of research, discussion, and practice, the youth have time for great opportunities to expand their experiences and network. We have congressional office visits scheduled, time to take in at least one of the Smithsonian museums, an evening tour of the monuments, and to participate in the flag-raising at USDA!

I am very appreciative of the opportunity to chaperone these accomplished young women, as well as the support of the Kansas 4-H Foundation and the planning by the Kansas 4-H office.

A key component of the National 4-H Conference is to amplify youth voice so a Youth Leadership team assists in conference planning and a Collegiate Facilitator Team host and facilitate youth roundtable groups.The 21 challenge questions provide the foundation for the roundtable groups to research and develop a presentation to share youth perspective ranging from Financial Literacy to Youth Engagement, Preparedness, Resilience to Empowering Youth in Rural Communities to Future Food and Agriculture Workforce. The roundtable group will develop a 45-minute briefing presentation for a related federal partner. I am so excited to see the thought-provoking ideas that come out of this work.In addition to many hours of research, discussion, and practice, the youth have time for great opportunities to expand their experiences and network. We have congressional office visits scheduled, time to take in at least one of the Smithsonian museums, an evening tour of the monuments, and to participate in the flag-raising at USDA!I am very appreciative of the opportunity to chaperone these accomplished young women, as well as the support of the Kansas 4-H Foundation and the planning by the Kansas 4-H office.Keep learning! Three-day weather outlook

If you’re planning to plant a tree in your yard this spring, there are some steps you can take to make sure it has its best chance of success.

Select the right tree for the site.

To avoid serious problems, choose trees that are adapted to your location. Consider whether the tree produces nuisance fruit or if there are disease-resistant varieties available. Also consider the mature size of a tree to be sure you have enough room.

Keep the tree well-watered and in a shady location until planting.

When moving the tree, lift it by the root ball or pot and not by the trunk.

Before planting, remove all wires, labels, cords or anything else tied to the plant.

If left on, they may eventually girdle the branch to which they are attached.

Make the hole deep enough so the root flare (point where the trunk and roots meet) is visible when planted. Plant the tree on solid ground, not fill dirt. In other words, don't dig the hole too deep and then add soil back to the hole before placing the tree.

The width of the planting hole is very important. It should be three times the width of the root ball. Loosening the soil outside the hole so it is five times the diameter of the root ball will allow the tree to spread its roots faster.

Remove all containers from the root ball.

Cut away plastic and peat pots; roll burlap and wire baskets back into the hole, cutting as much of the excess away as possible. If you can remove the wire basket without disturbing the root ball, do it. If roots have been circling around in the container, cut them and fluff them out so they do not continue growing in a circle inside the hole becoming girdling roots later.

Backfill the hole with the same soil that was removed.

Amendments such as peat moss likely do more harm than good. Make sure the soil that goes back is loosened. Add water as you fill to ensure good root to soil contact and prevent air pockets. There is no need to fertilize at planting.

Foliage is necessary for manufacturing energy to support a healthy tree. Heavy pruning reduces the number of leaves and consequently the amount of energy generated. Corrective pruning can be done at planting to remove dead, damaged or diseased branches or branches that are rubbing against each other.

Then, water once a week for the first season if there is insufficient rainfall.

Mulch should be 2-4 inches deep and cover an area 2 to 3 times the diameter of the root ball. Avoid mulching right up to the trunk of the tree. Leave a 3 to 6-inch gap between the mulch and the trunk to prevent damaging the tree. Mulching reduces competition from other plants, conserves moisture and moderates soil temperature.

Larger trees or those in windy locations may need to be staked the first year. Movement is necessary for the trunk and roots to develop properly. Staking should be designed to limit movement of the root ball rather than immobilize the trunk.

The Hays USD 489 school board approved almost $1 million in furniture purchases for the new high school at its meeting on April 7.

The purchases from&nbsp;Circadia are being made with bond funds.

The new school is scheduled to open in August.

HHS Principal Shawn Henderson said staff members had extensive discussions about what furniture should be transferred to the new school and what should be purchased new.

The staff reviewed the budget and the number of rooms that needed to be outfitted, and then determined a budget for each room, Henderson said.

He said you will see some changes in furniture based on the new design of the school.

The science rooms were designed to allow the lab stations to be mobile, rather than built into the wall.

The lab desks could not be moved to the new high school because the ones in the current high school are bolted in place. Those tables will be left in the current high school, which is being remodeled into a middle school.

The science teachers will have built-in lab stations at the front of their classrooms. Other teachers have requested portable, adjustbale lecterns.

Other areas of the school will be outfitted with more furniture from the current high school. Henderson said all of the furniture from the cafeteria, which is two years old, is being transferred to the new school.

New cafeteria seating will be purchased with capital outlay funds for the new middle school.

Soft seating areas where students can meet and collaborate have been added to the new school. Henderson said this is a theme in the school. At the current high school, students often have to sit on the floor in the halls when working on collaborative projects.

The school also features small group rooms throughout its premises.

&nbsp;"It's that constant conversation on how we maximize space with what we have and what we need to purchase," Henderson said.

Board member Derek Yarmer said he wished he had been able to see the agenda item earlier.

Henderson said he and other staff have put extensive time and effort into reviewing the furniture choices to get the most for the dollars spent.

Circadia sells all types of furniture and brands and worked with the school district to select the best furniture for the school at the best price, Henderson said.

"I know you don't have all of that, but from the bottom of my heart, we have dove into this totally and wholistically, brought you this podium that's there. I promise that we were looking through trying to find the best option to put in that bowl," Henderson said.

Yarmer said, "I don't have any reason to doubt you. At the end of the day, we're supposed to look over this stuff to make an informed decision, and I don't think we can actually make an informed decision without just blindly trusting."

Henderson said timing is important, so the items can be ordered, received and placed in time for the school to open in August.

Board President Curt Vajnar said he would also like more time to absorb the purchase of this amount, but he said he understood the timeline.

"Big purchases, I would like to hear about them so we have time to digest them before we have to make that vote," he said.

Vajnar thanked Henderson for all his work and said he thought the bid looked good.

The purchases were approved on a vote of 6-1, with board member Allen Park voting against.

The school board approved&nbsp;$127,812 for 103 flat-panel displays and mounts for the new Hays High building from&nbsp;Kansas City Audio-Visual of Kansas City, Missouri.

The displays will be purchased with bond funds.

Scott Summers said he was trying to lock in the price of the devices as soon as possible to avoid price increases related to tariffs, which could be 10 to 28%.

The screens are wifi compatible and can mirror computer screens, Summers said. The devices will be under warranty.

Hays USD 489 spends $1M for furniture for new high school

Local land developer, Western Plains Service Corporation, a subsidiary of Golden Belt Bank, is excited to announce further lot development in Victoria, Kansas.

In 2010, Western Plains partnered with USD 432 and the City of Victoria to develop the previous site of a 9-hole golf course located directly North of the high school. The development, known as the Knights Addition, was to add a total of 40 lots, developed in three separate phases. Phase 1 was completed and 12 new homes were added to the Victoria landscape.

“We were seeing an increase in demand from people wanting to build a home, and decided it was the right time to move forward with our next phase of development in Victoria,” stated Chris Wente, President and CEO of Golden Belt Bank. Phase 2 is slated to begin this summer along an extended 13th Street East of Squires Avenue. Once complete, there will be 11 new lots available for purchase. After the 11 lots in Phase 2 are sold, Western Plains will proceed with Phase 3, developing the final 11 lots to be known as Knights Circle.

Sales prices for the lots will range from $20,000 - $21,000 and buyers must commit to beginning construction on their new home within 2 years. Thanks to a partnership with the City of Victoria, these lots will not have special assessments. Additionally, new construction on these lots will be eligible for the City of Victoria’s Neighborhood Revitalization Plan (NRP). Under the program, qualified owners will be refunded approximately 70% of their real estate taxes during their first 10 years of ownership. “This unique structure provides a truly affordable path to building your own home, and we are excited to be playing a part in this story,” expressed Wente.

Over the past 50 years, Western Plains has completed many land developments in Ellis County. Across the over 450 acres that Western Plains has developed sits 1,000 single family homes, 50 duplexes, 10 apartment buildings and 20 businesses. One of its most recognizable and newest developments is the Smoky Hill Addition located at 41st Street and Smoky Hill Drive in Hays.

With the planned adoption of a new English curriculum, the FY2026 carryover is estimated to be only $6,059, from an FY2025 budget of more than $1.2 million.

Hays USD 489 approves school fees for 25-26 school year

Kansas has long prided itself on being a state that welcomes businesses with open arms. Our low taxes, streamlined regulations, and dedicated workforce have made us a model for economic growth. I know this because I am from the same hometown, Agra, as Reed Larson, who is credited with being the historical leader of the Right to Work movement. Kansas has always relied on hard work and kept politics out of the workplace.

Our congressional delegation has long been united in preserving the Kansas way of doing business. For example, Sen. Roger Marshall, R-Kan., recently pushed for legislation to reduce regulations on small businesses saying, “It’s time to slash the red tape and create a regulatory environment that ensures America’s small businesses, the backbone of our economy, thrive.”

However, a new threat to Kansas business owners has emerged in the form of a legislative framework that the Institute for the American Worker has dubbed the “PRO Act Lite,” modeled after the failed policies of Senator Bernie Sanders and other progressive lawmakers. While it may come with a new label, the substance remains the same. This proposal would drive up labor costs, stifle economic opportunity, and make it significantly harder for employers to create jobs.

The framework’s first damaging piece of legislation would impose strict deadlines for collective bargaining, forcing employers and unions to begin negotiations within 10 days and finalize agreements within months. It would remove the flexibility needed to reach fair agreements that work for both parties.

I can tell you from firsthand knowledge that Kansas job creators do not want Washington dictating the terms of their employee contracts.

Some of the PRO Act Lite’s other proposals could be even worse. One of the most concerning is its push for ambush elections. This provision would require union elections to take place in less than 20 business days, severely limiting the time for employers to respond and provide accurate information to their employees. Unions often campaign in secret for months, but under the proposed plan, employers would be left scrambling to ensure workers hear both sides of the story. This lack of transparency undermines the decisionmaking process.

The framework also seeks to strip employers of their right to communicate with their employees about unionization. Under the proposal, mandatory meetings where employers present factual information about the impacts of union representation would be banned. Yet unions face no such restrictions.

Employer communication is critical for maintaining a balanced dialogue. Without it, workers may only hear one side of the story, namely, unrealistic promises by union organizers. Preventing employers from participating in this conversation is not only unfair but also a blatant infringement on free speech.

The PRO Act Lite also introduces lopsided civil penalties that target employers while giving unions a free pass. Employers could face fines of up to $50,000 per violation, with company executives held personally liable. Yet unions that commit unfair labor practices would face no equivalent punishment. This imbalance distorts the National Labor Relations Act’s original intent to ensure fair play for both employers and unions.

Kansas has shown time and time again that pro-business policies benefit workers and lead to economic prosperity. Rather than adopting failed policies from the past, we should focus on solutions that foster job creation and economic growth. By reducing regulatory burdens, supporting workforce development, and encouraging innovation, we can build a stronger future for all Kansans.

Our low taxes, streamlined regulations, and dedicated workforce have made us a model for economic growth. I know this because I am from the same hometown, Agra, as Reed Larson, who is credited with being the historical leader of the Right to Work movement. Kansas has always relied on hard work and kept politics out of the workplace.Our congressional delegation has long been united in preserving the Kansas way of doing business. For example, Sen. Roger Marshall, R-Kan., recently pushed for legislation to reduce regulations on small businesses saying, “It’s time to slash the red tape and create a regulatory environment that ensures America’s small businesses, the backbone of our economy, thrive.”However, a new threat to Kansas business owners has emerged in the form of a legislative framework that the Institute for the American Worker has dubbed the “PRO Act Lite,” modeled after the failed policies of Senator Bernie Sanders and other progressive lawmakers. While it may come with a new label, the substance remains the same. This proposal would drive up labor costs, stifle economic opportunity, and make it significantly harder for employers to create jobs.The framework’s first damaging piece of legislation would impose strict deadlines for collective bargaining, forcing employers and unions to begin negotiations within 10 days and finalize agreements within months. LETTER: Congress must reject proposed job-killing labor legislation

TOPEKA&nbsp;–&nbsp;Governor Laura Kelly&nbsp;recently appointed&nbsp;Jennifer O’Hare&nbsp;of&nbsp;Lincoln to the new&nbsp;12th&nbsp;Judicial District judge position created through&nbsp;Kansas Supreme Court Administrative Order 2024-JA-096,&nbsp;which&nbsp;eliminates&nbsp;a district magistrate position and adds&nbsp;a new district judgeship.&nbsp;&nbsp;

The 12th Judicial District is composed of Cloud, Jewell, Lincoln, Mitchell, Republic, and Washington counties.

“Judge&nbsp;Jennifer O’Hare&nbsp;has&nbsp;a broad range of&nbsp;legal experience, including&nbsp;20&nbsp;years&nbsp;as a county attorney and&nbsp;more than four years as district magistrate judge,” Kelly said. “Her&nbsp;substantial experience in various practice areas and her&nbsp;connection to her community will make her an even greater asset to the&nbsp;12th&nbsp;Judicial District as she undertakes the duties of district&nbsp;court&nbsp;judge.”&nbsp;

O’Hare&nbsp;has been&nbsp;the&nbsp;Lincoln County&nbsp;Magistrate Judge for the&nbsp;12th&nbsp;District&nbsp;since December 2021.&nbsp;She&nbsp;has also been a&nbsp;municipal judge for the cities of Lincoln, Lucas, and Wilson.&nbsp;

She is active in the legal community with memberships&nbsp;in&nbsp;the Kansas District Magistrate Judge Association, Kansas Municipal Judge Association,&nbsp;Supreme Court Learning Center Committee, and the&nbsp;12th&nbsp;Judicial District Department of Corrections Advisory.&nbsp;

O’Hare earned&nbsp;a&nbsp;bachelor’s degree at Fort Hays State University and&nbsp;a&nbsp;juris doctor from&nbsp;Oklahoma City University Law School.&nbsp;

“I am deeply honored and sincerely grateful to Governor Kelly for entrusting me with this important responsibility,”&nbsp;said O’Hare. “I am committed to serving the citizens of the 12th Judicial District with integrity, fairness, and respect, and to upholding our district’s strong tradition of judicial excellence.”&nbsp;

District court judges in the 12th Judicial District are appointed by the governor.&nbsp;After serving one year in office, the new district judge must stand for a retention vote in the next general election to&nbsp;remain&nbsp;in the position. If&nbsp;retained, the incumbent will serve a four-year term.&nbsp;

The other nominees&nbsp;for this position&nbsp;were&nbsp;Guy Steier, Nels Noel, and Robert Walsh.&nbsp;

A check for $21,306 was presented to Developmental Services of Northwest Kansas from the Dancing Together for DSNWK event held on Sunday, March 2 at Beach Schmidt Performing Arts Center in Hays. 

Hays High School senior Allison Dreiling and Thomas More Prep-Marian senior Macara Rohr along with Alyssa Dechant with Styles Dance Centre presented the check on Thursday, April 3.

Styles Dance Centre has hosted the event for several years with this year raising the most money of any other year. A large raffle with a variety of donated prizes was also a contributing factor to the success of the recital.

Thirty-seven individuals served by DSNWK participated in the recital which featured dances by both the dancers at Styles, HHS Cheer, Fort Hays State University Tiger Debs as well as special group dances featuring individuals served by DSNWK.

“This event is really inspiring,” said Dechant. “ It's truly my favorite show of our season.”
