My mother’s family of four children grew up as teacher’s kids in Southwest Kansas during the hard years of The Great Depression. In those days, educators received salaries only during the months they taught, and that small paycheck didn’t cover summer bills. To supplement their budget, Grandma boarded teachers, providing rooms and meals. During off-months, Grandpa worked for area farmers for a dollar a day. Because she wanted her kids to play the piano, Grandma labored extra hours doing teachers’ and community members’ laundry and ironing to fund music lessons.

While Mom’s skills impressed me, her sisters played hymns in church on Sunday throughout their lives. During family visits to Grandma’s, I’d run fingers across those keys my mom and her siblings learned on and wish I too could produce more than a racket. However, our family moved OFTEN and couldn’t lug a piano along. In addition, my dad often worked midnight tower, which meant him sleeping days. Me practicing a noisy, new skill didn’t fit our family dynamic.

My longing to make music inspired the grown up me to squeeze a 1950s console into our dining room and sign up for lessons from a patient teacher. To my distress, I did not produce pretty music. Trying to fit in practice while teaching and coaching, taking college classes for a Master’s Degree, wrangling toddlers, feeding family, and keeping house led to frustration. After two years of moaning and groaning, I gave up that dream. Despite my disappointment, those lessons instilled greater appreciation for those who play well.

Apparently, few people my age became accomplished musicians regardless of whether they moved frequently or stayed in one place. When other activities competed with developing competent skills, music took the back seat. Nowadays, I see the results in area churches.

Decades ago, Sunday services included a pianist and organist with substitutes who filled in when regulars couldn’t play. Presently, some congregations don’t have a pianist or organist, so they rely on technology to provide contemporary praise music. Traditional lyrics and tunes folks learned sitting in the laps of parents and grandparents fall by the wayside.

Fortunate congregations still have at least one pianist who plays traditional hymns as well as praise songs. Some celebrate enough talent they can assemble a keyboardist, guitarist, and drummer. If they’re really lucky, their instrumentalists play both newer and traditional tunes. Interestingly, when congregations sing traditional hymns, it seems participants sing louder. I’d guess hymns linking singers to memories of loved ones invigorate their voices.

Two sisters around my age who grew up playing piano bless a local congregation with music each Sunday. The pair switches easily from traditional hymns to praise songs, occasionally tossing in a riff that demonstrates serious mastery of ivory and ebony. Their loving banter offers a peek at the joy music provided them as they grew up. Their repartee reminds me of listening to my mother and her sisters discuss music.

As a music lover, I value families producing the next generation of instrumentalists willing to play publicly, a cultural glue that unites family and community. Grandma would say it was worth every bit of extra laundry she scrubbed to make sure her kids played piano. I agree.

MADORIN: A Gift that Keeps on Giving

In my last article on budgeting, I referenced saving money and an emergency fund. I wanted to spend a little more time on this topic since its an important one.

Growing your savings requires a plan. It starts with a budget. There are many ways to save money the key is finding which one works best for you. The easiest way is to set up an automatic deposit from your paycheck. Most banks and credit unions allow you to automatically transfer funds into various accounts on a regular basis. Emergency savings should ideally be placed in an easily accessible account at a bank or credit union that will not charge you taxes, maintenance, or early withdrawal fees. Ideally, you would be able to earn interest on the money in your savings account.

If you don’t have money in savings then starting small is a good plan. Perhaps saving 5-10% of your paycheck or even $10 a week. The goal is to get to $500-$1,000 as soon as you can. That amount will usually cover repairs on appliances or vehicles, etc. Another way to save money is to create a savings plan. You figure out how much money you’ll need to save as a goal. Then divide the amount of money you want to save by the number of weeks you have to save it. That is your weekly savings target. You can try to increase savings by cutting out wants such as eating out or canceling cable or subscriptions for a while.

Tax time is a good time to save if you are getting a refund. Consider using all or part of a refund for savings. You can have your refund automatically placed in your savings account and then you don’t even have to think about it. So easy! Other one-time opportunities to save would be gifts of money for birthdays or holidays.

Once you have your emergency fund you will want to make sure you only use it for emergencies. An emergency fund is a cash reserve used only for unplanned expenses or financial emergencies. The Consumer Financial Protection Bureau defines emergency fund as savings that can be used for large or small unplanned bills or payments that are not part of your routine monthly expenses and spending. Some examples include car repairs, home repairs, medical bills, or loss of income. A vacation is not an emergency. Neither is the cute outfit or shoes that are on sale.

Having an emergency fund allows you to have a buffer when life happens. This allows someone the freedom of not having to use credit cards or loans, which can lead to debt that is harder to pay off. Having savings is particularly helpful for those with an irregular income.

Once you have a minimum amount in an emergency fund you may want to think about having more in the emergency fund for bigger emergencies such as an unexpected job loss. Having a few months of expenses in savings can be a buffer when the unexpected happens.

Learning to save money is a lifelong skill. Just like budgeting it can take some practice, so don’t give up. You will be pleased with the results. Happy saving!

Do you choose your card based on your spending habits and where you can maximize the rewards points or cash back earned? Most people choose their credit card based on both factors – I know I do!

As a community banker and a consumer, I want to use a credit card knowing that the company processing every transaction has invested in keeping my personal financial information safe every time I use it. AND I choose a credit card based on the value I receive back on every purchase made. Unfortunately, there is a bill being promoted in Congress that could put these important factors at risk.

The Credit Card Competition Act (CCCA) which is being supported by U.S. Kansas Senator Roger Marshall and U.S. Illinois Senator Dick Durbin, would impose a restrictive government mandate on credit card transactions by allowing merchants to choose more than one network for the processing of credit card transactions. Most likely, that merchant will choose the company that is the cheapest for them – and the cheapest may not be the best. It could potentially expose your personal financial information to a less secure network and eliminate the popular cash back and rewards programs enjoyed by credit card users.

LETTER: Why consumers should care about credit card routing mandates

If you are familiar with these five places on Earth, you may know the secrets of the longest-lived people on the planet. Although these populations tend to live well into their 100s, the amazing part of their aging process is not the number of years they live but the quality of life they maintain. In fact, most of these people are still active well into their 90s. So, what is their secret?

The Power 9 Rule, coined by Dan Buettner, describes the common traits of Blue Zone practices that empower people of these regions to live long, healthy lives.

Move naturally. Contradictory to modern exercise and diet culture, people within the Blue Zones don’t go to the gym, run marathons, or do CrossFit. Their everyday lifestyles avoid mechanical conveniences that nudge them into moving naturally throughout the day. Walking is the basis of their active lifestyles. Walking to the store, a friend’s house, or work is the norm. People garden and do physical labor on a daily basis.

The key here is that regular, low- moderate intensity activity is achieved daily. This keeps their cardiovascular systems strong while strengthening muscles without overusing joints, tendons, and ligaments.

Know your purpose. People in Blue Zones have a purpose for their lives. Every task completed throughout the day is done mindfully and with intention. Okinawans call this sense of purpose “ikigai” and Nicoyans name it “plan de Vida.” Both translate to “why I wake up in the morning.” Knowing your sense of purpose is worth up to seven years of life expectancy.

Downshift. Stress is a major contributor to disease. It is directly linked to chronic inflammation that is associated with every major age-related disease. People of the Blue Zones have stress relief practices naturally built into their day. Adventists pray, Sardinians do a happy hour, and Greeks take an afternoon nap.

The 80% Rule. This Power 9 practice is directly related to healthy weight management. “Hara hachi bu” is the mantra said before meals to remind Okinawans to stop eating when they are 80% full. The science behind this indicates that it takes about 20 minutes for the brain to realize that the stomach is full. This small gap could be the difference between gaining or losing weight.

Plant Slant. Most of us know that the food we consume is the foundation of well-being. This is one reason why people of the Blue Zones maintain health so effortlessly. What they consume is plant-based, unprocessed, and grown naturally. Common foods include an array of vegetables and omega-3-rich nuts. Beans are their main protein source along with moderate amounts of fatty fish. On the other hand, meat is a celebratory food that is eaten about five times per month.

Wine at Five. You may be surprised that a ritual happy hour is part of Power 9. As a regular part of their day, Sardinians drink red Cannanou wine which is exceptionally high in polyphenols while visiting with loved ones. It is important to note the health benefits of this particular drink and the socialization aspect of this practice. This may be more influential to well-being than the alcohol itself.

Belong. In all of the Blue Zones, people identify with some sort of faith-based community. While denomination doesn’t seem to matter, research shows that attending faith-based services once per week will add 4-14 years of life expectancy.

Loved Ones First. Being around family and close friends is incredibly important. Not only because of the socialization aspect, but because these close connections build relationships that foster trust, support, and stability.

Right Tribe. As the saying goes, “You become who you surround yourself with” is proven to be true. Studies show that smoking, obesity, happiness, and even loneliness are contagious. In Japan, the Okinawans have “moais” – groups of five friends who are committed to each other for life. People of the Blue Zones have favorable social networks that support healthy behaviors, and this creates an environment of healthy living.

So, there you have it; the most influential practices from the world's healthiest people.

WINKEL: Blue Zones Power 9

The 2024 legislative session began on Monday, January 8. The first week of session is usually ceremonial in nature with the State of the State and State of the Judiciary addresses before joint sessions of the legislature.

This year was slightly different as the Senate took up an important resolution that dealt with the horrific terrorist attacks that occurred in October. It was crucial for the Senate to speak clearly and without equivocation on such an important issue that impacts every single one of us. The resolution, SR 1729, makes it clear that the Kansas Senate unequivocally supports Israel’s right to exist, defend itself, and protect its citizens from terrorism and harm. We condemn the unprovoked attacks on the State of Israel, demand the unconditional safe return of hostages, and reject all forms of antisemitism, including threats against Jewish people and institutions, some of which have occurred in Kansas. This resolution passed the Senate 34-6 condemning the October 7, 2023, attacks on the State of Israel and reaffirming Kansas’ support and cooperation with the State of Israel.

Chief Justice Marla Luckett delivered the State of the Judiciary speech on Wednesday before a joint session of the legislature. Chief Justice Luckett discussed how a Russian-based ransomware group infiltrated the computer systems of the Kansas Judicial Branch on October 12, 2023. While she indicated the scope and source of the attack was not immediately apparent, they later learned that critical servers housed in the Kansas Judicial Center were inaccessible. The attack ultimately forced the shutdown of the e-filing system used by attorneys to file documents in cases. The attack also impacted case management systems that the district and appellate courts use to process cases.

On Wednesday evening, Governor Laura Kelly delivered her annual State of the State address. The governor devoted a large portion of her speech to promises about tax relief to the people of Kansas, when her veto is the very reason that taxpayers aren’t enjoying that relief today. Because of the veto, Kansas taxpayers are not receiving a reduction on their income tax, the state sales tax on food would have been eliminated and retirees would no longer be paying income tax on their Social Security benefits. These ideas are not new; we have been trying to pass these for years.

The Kansas House and Senate have both overwhelmingly passed bipartisan tax relief HB2284 and are now sending it to Governor Kelly’s desk for her to sign. 

Here is a brief explanation of the tax relief bill:

* It is a tax break for all Kansans, especially those who have been struggling to make ends meet. * Over 300,000 lower income Kansans will see their income tax eliminated. * Seniors receiving social security will see their income tax eliminated on their social security income. * All state sales tax on groceries will be eliminated. * Homeowners with homes under $100,000 will have their property tax eliminated from the states 20 mill levy. * All Kansas residential property will see an increased exemption from about $43,000 to $100,000, providing additional property&nbsp;tax relief. * This bill will also increase the personal exemption that hasn’t been changed in nearly thirty years.

 </figure>January 23, 2024The 2024 legislative session began on Monday, January 8. The first week of session is usually ceremonial in nature with the State of the State and State of the Judiciary addresses before joint sessions of the legislature.This year was slightly different as the Senate took up an important resolution that dealt with the horrific terrorist attacks that occurred in October. It was crucial for the Senate to speak clearly and without equivocation on such an important issue that impacts every single one of us. The resolution, SR 1729, makes it clear that the Kansas Senate unequivocally supports Israel’s right to exist, defend itself, and protect its citizens from terrorism and harm. We condemn the unprovoked attacks on the State of Israel, demand the unconditional safe return of hostages, and reject all forms of antisemitism, including threats against Jewish people and institutions, some of which have occurred in Kansas. This resolution passed the Senate 34-6 condemning the October 7, 2023, attacks on the State of Israel and reaffirming Kansas’ support and cooperation with the State of Israel.Chief Justice Marla Luckett delivered the State of the Judiciary speech on Wednesday before a joint session of the legislature. Chief Justice Luckett discussed how a Russian-based ransomware group infiltrated the computer systems of the Kansas Judicial Branch on October 12, 2023. While she indicated the scope and source of the attack was not immediately apparent, they later learned that critical servers housed in the Kansas Judicial Center were inaccessible. The attack ultimately forced the shutdown of the e-filing system used by attorneys to file documents in cases. The attack also impacted case management systems that the district and appellate courts use to process cases.On Wednesday evening, Governor Laura Kelly delivered her annual State of the State address. The governor devoted a large portion of her speech to promises about tax relief to the people of Kansas, when her veto is the very reason that taxpayers aren’t enjoying that relief today. Because of the veto, Kansas taxpayers are not receiving a reduction on their income tax, the state sales tax on food would have been eliminated and retirees would no longer be paying income tax on their Social Security benefits. These ideas are not new; we have been trying to pass these for years.The Kansas House and Senate have both overwhelmingly passed bipartisan tax relief HB2284 and are now sending it to Governor Kelly’s desk for her to sign. Here is a brief explanation of the tax relief bill:* It is a tax break for all Kansans, especially those who have been struggling to make ends meet. * Over 300,000 lower income Kansans will see their income tax eliminated. * Seniors receiving social security will see their income tax eliminated on their social security income. * All state sales tax on groceries will be eliminated. * Homeowners with homes under $100,000 will have their property tax eliminated from the states 20 mill levy. * All Kansas residential property will see an increased exemption from about $43,000 to $100,000, providing additional property&nbsp;tax relief. * This bill will also increase the personal exemption that hasn’t been changed in nearly thirty years.My office has several dates available for 6th graders through high school to serve as a page. BILLINGER:  Senate Update, Jan. 23

This week, the House and Senate leaders met and decided on a comprehensive tax proposal. Thursday, we debated the conference committee report in both chambers.

The tax proposal includes the reduction of the tax burden on Kansans for income, property, and sales taxes.

The most controversial item of the tax plan, and the reason why I tend to believe the governor will veto this bill, is the consolidation of the three-bracket system to a “flat tax” at a rate of 5.25%.

Another provision that was actually part of the governor’s proposal, would exempt Social Security income from the state income tax. The elimination of taxing social security income would generate a savings to retired Kansans of $152 million.

The tax plan has a provision regarding the Kansas standard deduction for personal income tax. The standard deduction would stay at $3,500 for individuals and $8,000 for married filing jointly, though, it would account for an inflation growth index.

The plan would also eliminate the sales tax on food on July 1, 2024. Current law has the elimination of state’s portion of the sales tax on January 1, 2025.

The plan also increases the residential exemption on the 20 mills property tax. The exemption would be increased from $43,000 to $100,000 and produces a taxpayer savings of approximately $85 million in fiscal year 2025. This is real property tax relief that the state controls regarding residential property taxes.

Many of the provisions embedded in this tax policy are those that the governor proposed when she released her budget last week.

On Wednesday, January 17, 2024, the House Appropriations Committee met for the first time, aside from the joint meeting that we had with Senate Ways and Means last week when Governor Kelly’s budget was released. Many reports were distributed to the committee, such as the Kansas Department of Corrections Report on the implementation of House Bill 2021; Kansas Housing Resources Corporations Annual Report, and the Public Defender Staffing Report.

Thursday, we had a briefing on the oil and gas industry in the state of Kansas by the Kansas Independent Oil and Gas Association. We also had an update from the Kansas Geological Survey and from the Kansas Corporation Commission with an update to the Abandoned Oil and Gas Well Fund. Next week, we will be starting the budget reporting process as we have three budget committees that will be reporting back to the House Appropriations Committee.

Numerous bills are introduced during the legislative session, especially at the beginning of the session. Here are some of the bills that were introduced this week:

House Bill 2506 would authorize students that are enrolled in virtual schools to participate in activities that are regulated by the Kansas High School Activities Association.

House Bill 2505 would permit vehicle dealers to sell vehicles on consignment contracts.

House Bill 2504 requires that only physical paper ballots be used for the purpose of conducting audits.

House Bill 2509 provides reimbursement payments for the cost of career technical education credential assessments to school districts under the Career Technical Education Credential and Transition Incentive for Employment Success Act.

House Concurrent Resolution 5020 amends the Bill of Rights of the Kansas State Constitution to recognize the right to bear arms as a fundamental right. I co-sponsored this resolution.

Across the dome in the Senate, these bills have been introduced:

Senate Bill 349 relates to the passenger rail service program and establishes intercity passenger rail service program.

Senate Bill 350 is a bill concerning the Kansas Fights Addiction Act and would add a for-profit private entity to the definition of “qualified applicant.”

WAYMASTER: From the Dome to Home, January 19

A budget is a plan for how to spend and save your money. A monthly household budget can help you make sure you have enough money to pay for things you need like rent, groceries, and electricity. They can also help you think about how you spend your money on things you want like cable television or having a pet. Paying for all your household needs before you spend money on things you want is a wise financial habit. Knowing how to make a budget is an important first step toward managing your money.

Understanding the difference between wants and needs is a way to build a budget and make sure basic needs are taken care of such as food, clothing, and shelter before things that are upgrades or nice to have. Learning to save money is also a necessity because having an emergency fund helps to avoid a major crisis. It also allows you to save for specific purchases without having to use credit therefore, saving you money in interest. An emergency fund is usually around $500-$1,000 as a minimum. That is typically enough money to be able to cover an emergency. This can create peace of mind for the individual and also help relationships since there is no need to argue because you have the money to cover an emergency. While there is some stress related to emergencies there is less stress when there is money to cover it.

The first step I like to do when creating a budget is to track expenses for a month so you know where your money is going. If you don’t know where your money is going then it is difficult to sit down and put a number in each category. Some categories like rent stay the same but other categories, for example, groceries, can be surprising when we pay attention to what we are spending.

Sometimes we can also be taken off guard by how much we really spend on seemingly little things. We can make better choices when we know exactly how much we are spending on something. For example, stopping to get snacks or drinks at a convenience store, can add up quickly. A fountain drink can be around $2.00. If we stop five times a week that adds up to $10.00 a week. If we don’t know what we are spending then we can’t make an educated choice on how to spend our money. Some people might be willing to spend $10.00 a week on drinks and others may not be willing to spend that much. The choice is yours.

Having a budget is telling your money what to do. To some people budgeting feels restrictive but knowing where your money is going can also create a sense of freedom. You also need to know how much money is coming in. What are all your income sources? The more informed you are the better decisions you can make around anything and this includes personal finance.

Once you create a budget you can use an online system or the envelope system to keep track of your budget. There are a lot of online budgeting tools so you can electronically keep track of your spending. Or you can utilize an envelope system where you put cash in each envelope and each envelope represents a category. Examples of categories include rent, groceries, gas, utilities, savings, etc.

The goal is to tell each dollar where to go. If you have money left over after all the basics and bills then you can decide how to use those. Even if they go to savings or a miscellaneous category, tell each dollar where it will be spent. Likewise, if you run out of money before everything is paid, then you will need to find ways you can cut back or increase your income.

It takes some time to get used to doing a budget. You aren’t going to be perfect the first month if you’ve never done a budget before. It will take some time and trial and error to get your budget to work well for you. Keep practicing until you figure it out. Be patient and don’t give up!

A recent Gallup survey showed a record-high 43 percent of Americans see themselves as politically independent. And a record-low identified as Democrat, 27%, matching Republican identification at 27 percent. Kansans are also declaring independence. The numbers registering as Unaffiliated and Libertarian are increasing and together now account for 30% of registered voters – four percent higher than registered Democrats. These numbers may help explain why Robert F. Kennedy Jr., Cornel West, and Jill Stein have already launched their independent White House bids. And why the well-funded centrist organization No Labels is seriously weighing its options.

Is 2024 ripe for a third-party? Absolutely, and here’s why.

Four years ago, Joe Biden’s electoral college triumph was decided by three states, Georgia, Arizona, and Wisconsin, where his margins of victory were less than .05 percent. In 2016, it was Michigan, Pennsylvania, and Wisconsin – where margins were less than 1%, that pushed Donald Trump over the top.

Across the last nine presidential elections the national vote margin between the two parties has not exceeded 9 percent.

With such razor thin margins separating the two parties, a third-party stands a good chance of attracting enough votes in one state or another to tip the balance.

For example, the 2000 presidential contest came down to Florida. Democrat Al Gore lost by a mere 537 votes. The extraordinarily small margin raised questions about Green party candidate Ralph Nader’s 97,488 Florida votes.

In Nader’s absence, would Gore have won?

In 1992, Reform party candidate Ross Perot achieved 19% of the popular vote nationwide, though he did not win a single state. But in Maine Perot defeated incumbent George Bush 30.4% to 30.3%. And in Utah Perot outpaced Democrat Bill Clinton 27.3% to 24.6%. In Kansas, Perot secured an impressive 27%. This placed Kansas 5th among states for the independent vote. Meanwhile Bush managed just 38.8%, the lowest Kansas vote share for a Republican candidate since 1912. That year former Republican president Theodore Roosevelt ran as a third-party candidate and split the Republican vote. Bush did win Kansas, but by only 5%, a difference typically used to identify swing states.

Second, voters are deeply frustrated with the two parties and the candidates. Surveys show a record number of Americans hold unfavorable views of Democrats and Republicans. Nearly nine-in-ten agree that Democrats and Republicans spend more time fighting each other than solving the nation’s problems. And a growing number of people identify partisan polarization as the main problem with the political system. This year’s likely nominees are also historically unpopular and voters are clearly dissatisfied about the prospects of a Biden-Trump rematch. More troubling, a mere 28% of Americans are satisfied with the way democracy works, which is down from the historical low of 35% recorded shortly after the Jan. 6th assault on the Capitol.

All of this points to a political environment well-suited for third-party success. Not to win, but to influence the campaign and play spoiler.

The million dollar question is whether a strong third-party candidate would hurt Democrats or Republicans more.

INSIGHT KANSAS: A good year for third-party candidates

We understand the significant impact of high property taxes on our valued residents and local businesses. The Russell City Council and dedicated city staff are fully committed to alleviating this burden. We want to highlight the tireless efforts of the city of Russell's leadership in keeping property taxes as low as possible, and we urge our fellow citizens to join us in advocating for a change that will make a real difference in our community.

Our city council is dedicated to making informed decisions that align with the needs and values of our residents. Each year, they face the challenge of balancing various costs against perceived benefits while crafting a budget that serves Russell's best interests. Russell has a track record of prudent fiscal management, consistently prioritizing the community's needs and values.

In 2014, our city's property tax revenue stood at $1,612,623. By 2023, it had only modestly increased to $1,776,467, reflecting a 9.2 percent rise over a decade. However, this increase pales compared to the cumulative inflation rate of 27.90 percent during the same period. Had we merely kept up with inflation, we would have had to collect $2,062,499 in property taxes to maintain the same purchasing power as in 2014. We have been well below this threshold, underscoring our efficient resource utilization. This includes strategic staff alignment, cost-effective solutions, and a relentless pursuit of alternate funding sources, such as grants, which have brought over $30 million to our city over the past decade.

Despite our efforts, property taxes continue to concern our community, and we firmly believe more can be done to lower them. One effective solution unavailable for the past 20 years is the Local Ad Valorem Tax Reduction Fund (LAVTR).

The LAVTR, established in 1965, mandates that a portion of sales tax, compensating use tax, and local share of certain taxes collected by the state of Kansas should be returned to local governments. These funds can be used to reduce property tax levies, providing genuine cost savings for our citizens. Unfortunately, this partnership was effectively canceled in 2003 when the Kansas Legislature ceased allocating funds, a practice that continues today. As a result, local governments have missed out on over $1.7 billion in revenues collected by the state, effectively causing taxpayers to pay these taxes twice, once at the store and then again with their property taxes.

Additionally, in 2006, the Kansas Legislature exempted new machinery and equipment (M&amp;E) from property taxation, and while the LAVTR fund was partially reinstated to mitigate the impact on local budgets, cities and counties did not receive LAVTR payments.

Russell's ability to avoid raising property taxes in line with inflation is becoming increasingly challenging. The loss of other funding streams and rising materials and labor costs mirror our residents' household and business budget challenges. 

We credit our ability to maintain a steady mill levy to the dedication of the city council, the pursuit of alternate funding sources like grants, and our efficient resource management. Over the last decade, the city has secured over $30 million in grant funds, enabling vital infrastructure projects, equipment purchases, and quality-of-life improvements that would have otherwise been out of reach.

However, we have reached a point where we can no longer do more with less. The escalating costs of serving our community demand action. The Kansas Legislature must fund LAVTR and provide genuine property tax relief to our residents and businesses.

The May 2023 memo from the State’s Consensus Revenue Estimating Group predicts a substantial increase in tax collections by the state for FY2024, along with a significant ending balance in the state general fund and a deposit into the budget stabilization fund. These predictions present a unique opportunity for the Kansas Legislature to make a real difference in the lives of taxpayers and local governments.

Recent legislative attempts to lower property taxes have proven ineffective. However, funding LAVTR offers a promising solution. By supporting LAVTR, the Legislature would acknowledge the dedication of the city council, which empathizes with the challenges faced by taxpayers and has consistently strived to keep property taxes stable while delivering essential services to our community. 

We believe that by working together at the state, county and city levels, we can address the issues surrounding Kansas's tax base, secure funding for LAVTR, and responsibly manage the property tax burden on our fellow Kansans. The Russell City Council and dedicated city staff are fully committed to alleviating this burden. By 2023, it had only modestly increased to $1,776,467, reflecting a 9.2 percent rise over a decade. However, this increase pales compared to the cumulative inflation rate of 27.90 percent during the same period. Had we merely kept up with inflation, we would have had to collect $2,062,499 in property taxes to maintain the same purchasing power as in 2014. We have been well below this threshold, underscoring our efficient resource utilization. Drawing inspiration from the principles outlined in the book "The Energy Bus: 10 Rules to Fuel Your Life, Work, and Team with Positive Energy," by Jon Gordon, the staff at FHSU is striving to create an engaging and positive work environment.

Passion is at the heart of our admissions staff. They strive to guide students on their Fort Hays State University journey with genuine care and support. The staff's solid beliefs and motivation drive them to go above and beyond to ensure students' success.

Reliability is another pillar of positive culture. Heart of a Tiger: Building a thriving work environment at FHSU

Reading posts on I Grew Up In sites often drowns me in memories. Recently, an update from a Southwest Kansas Community once home to grandparents, an uncle and his family, and me for a while opened floodgates to my past. Based on the conversation thread following that post, it generated remembrances for many whose dads worked the oil patch in the 50s, 60s, and 70s.

Before Dad served as a Marine in Korea, he and his brothers roughnecked and drilled wells across Central and Northwest Kansas. Once he returned from overseas, he headed back to the oilfield, which inadvertently led to him meeting my mom. During off-hours, he relaxed at the Brass Rail in Hays where he fell for a cute freshman from Southwest Kansas. Once married, they moved to Plainville. Mom, whose dad was a teacher, coach, and store owner, enjoyed dad’s rig sites, a world entirely different from that in which she grew up.

The following year, she bundled me in blankets and carried bottles and dry diapers as they lugged me to noisy wells, brightly lit so men could work 24 hours a day. My memories include her pointing out the Christmas Tree and Crow’s Nest outlined against dark skies. As a toddler, the Dog House that the crew entered and exited intrigued me. When I begged to meet the dog, my parents laughed.

The comment thread following that online post indicated a bunch of us oil-patch kids shared mud-pits full of remembrances. Recalled sounds, strings of lights, scents of diesel, oil, and bit grinding through rock, men in denim and khaki and protective metal hats clambering up and down long stairs and towering structures was a repeated refrain. I recalled watching men step onto the Kelley, link an arm around a huge chain, and ride to the crow’s nest topping the well tower

Besides the group’s rig memories, those growing up in that world share a love of rocks that began at well sites. My cousin brought up her fascination with canvas sample bags full of earth’s guts collected during drilling. Another woman agreed and described how she loved visiting the geologist’s trailer to see samples. Based on comments, I could almost touch and smell those objects. To this day, discovering a drilled core in someone’s rock collection thrills me.

Oil patch kids knew about emergency food stored in every trunk. When we couldn’t get home by mealtime, Dad opened a box filled with a P-38 and canned Vienna sausages, beanie weenies, fruit cocktail, and other foods we loved. We’d gorge on his ambrosia stash and drink distilled water from a plastic jug as our nectar. Locale didn’t matter—plains or mountains—it our introduction to alfresco dining.

Danger accompanied these jobs. No one ran wild around rig sites. Our moms corralled our curiosity to keep us from interfering with our dads’ work. Every oil field family had friends who’d suffered broken jaws, limbs, or death. My uncle hung a fire-blackened metal hat in the hallway to remind himself and us he’d survived a dreaded blow-out.

Who knew a post on a memory page could immerse so many in childhood recollections? Those lucky enough to grow up in the patch have stories and rock collections enough to entertain our entire old age.

MADORIN: Oil patch kid memories

On January 11, 2024 Governor Laura Kelly released her budget for fiscal year 2025 to the Joint Committee of House Appropriations and Senate Ways and Means.

The presentation focused on many, though not all, of the themes from the Governor’s State of the State speech the day before.

The first was to spend $1 billion of the state’s surplus funds for one-time expenditures, those expenditures being split into the categories of capital projects, debt payoff, and community investment.

Second was targeted tax relief to help Kansans. The governor’s proposal would exempt Social Security income from the state income tax, increase the state income tax standard deduction, hasten the elimination of the state sales tax, double the childcare tax credit, and expand the residential exemption on 20 mills property tax. I will focus on the governor’s tax plan later. 

Third, was the expansion of the Medicaid program in Kansas. Similar arguments were made in favor of the governor’s proposal, with some alterations, those being a work requirement for enrollees, a new hospital surcharge, and the coverage of health costs for incarcerated individuals in county facilities.

Fourth was education. The governor’s budget seeks to increase spending for early childhood care and education, increase spending for teacher mentor programs, expand pilot programs, and increase state funding for special education and post-secondary education. 

Next was water, where the governor proposed fully funding the State Water Plan, establishing a Water Institute at K-State University, and increasing spending for small town infrastructure through KDHE.

Last was pay for state employees. The governor’s budget would increase pay for both entry level and management state employees.

On Wednesday, January 10th, 2024, Governor Kelly delivered her State of the State speech in Topeka. In it she remarked on the improvement Kansas has seen in the past several years and her priorities for this session. Such improvements were greater business investment and increased infrastructure investment, both being accomplished with bipartisan support.

Regarding her priorities, Kelly spoke first on protecting Kansas rural communities. She remarked on the strong values of our rural areas, their importance in our economy, and the need to improve their quality of life,&nbsp; to which I agree heartily. Kelly then pivoted to Medicaid expansion, which is unlikely to move forward. Next was public education, focusing on funding for special education and opposition to school vouchers.

Kelly next moved to taxes, aiming at earlier elimination of the state’s sales tax and reducing others. Kelly’s final topic was water conservation, highlighting its importance and sustainability.

On the first day of the 2024 Legislative Session, January 8, Governor Kelly released her plan for reducing taxes.

The first provision of her tax plan is to exempt the first $100,000 in state property taxes for all Kansas homeowners. Raising the exemption will cost $100 million.

The plan entirely eliminates state taxes on Social Security income. Eliminating the tax on Social Security income will save around $525 million for retired Kansans.

The tax plan increases the standard deduction many Kansans use to reduce their taxable income. The plan raises the standard deduction for single Kansans from $3,500 to $5,000, for those with head of household filing status from $6,000 to $7,500, and for those married filing jointly from $8,000 to $10,000.

The tax plan eliminates the state's sales tax on groceries and ingredients by April 1 this year, instead of waiting until 2025. It also eliminates the state sales tax on diapers and feminine hygiene products.

Additionally, her package doubles the Child and Dependent Care Tax Credit that parents can claim to help pay for child and dependent care while they work or attend school. These tax credits are estimated to save Kansas families $18 million over three years.

The plan creates a back-to-school state sales tax holiday, even though it has been proven that such does not work.

I find it ironic that the governor has introduced this plan with many components that would have provided tax relief last session had she not vetoed it, twice.

The governor’s budget seeks to increase spending for early childhood care and education, increase spending for teacher mentor programs, expand pilot programs, and increase state funding for special education and post-secondary education. Next was water, where the governor proposed fully funding the State Water Plan, establishing a Water Institute at K-State University, and increasing spending for small town infrastructure through KDHE.Last was pay for state employees. The governor’s budget would increase pay for both entry level and management state employees.<h2>State of the State</h2>On Wednesday, January 10th, 2024, Governor Kelly delivered her State of the State speech in Topeka. In it she remarked on the improvement Kansas has seen in the past several years and her priorities for this session. Such improvements were greater business investment and increased infrastructure investment, both being accomplished with bipartisan support.Regarding her priorities, Kelly spoke first on protecting Kansas rural communities. She remarked on the strong values of our rural areas, their importance in our economy, and the need to improve their quality of life,&nbsp; to which I agree heartily. Kelly then pivoted to Medicaid expansion, which is unlikely to move forward. Next was public education, focusing on funding for special education and opposition to school vouchers.Kelly next moved to taxes, aiming at earlier elimination of the state’s sales tax and reducing others. Kelly’s final topic was water conservation, highlighting its importance and sustainability.<h2>Governor Releases Tax Plan</h2>On the first day of the 2024 Legislative Session, January 8, Governor Kelly released her plan for reducing taxes.The first provision of her tax plan is to exempt the first $100,000 in state property taxes for all Kansas homeowners. Raising the exemption will cost $100 million.The plan entirely eliminates state taxes on Social Security income. Eliminating the tax on Social Security income will save around $525 million for retired Kansans.The tax plan increases the standard deduction many Kansans use to reduce their taxable income. The plan raises the standard deduction for single Kansans from $3,500 to $5,000, for those with head of household filing status from $6,000 to $7,500, and for those married filing jointly from $8,000 to $10,000.The tax plan eliminates the state's sales tax on groceries and ingredients by April 1 this year, instead of waiting until 2025. It also eliminates the state sales tax on diapers and feminine hygiene products.Additionally, her package doubles the Child and Dependent Care Tax Credit that parents can claim to help pay for child and dependent care while they work or attend school. Does grocery shopping with health in mind overwhelm you? Maybe you have difficulty coming up with nutritious meal ideas, or maybe healthy foods seem to be out of your budget. However, building balanced meals for the whole family doesn’t have to be complicated or pricey.

The following list of foods are nutrient-packed items that your body and wallet will appreciate:

Beans. Beans are rich in fiber and protein. They are considered a staple ingredient in most Mediterranean meals as a protein source. In fact, occasionally substituting meat for beans could save you hundreds in groceries over a year. Plus, beans are versatile. You can add black beans to a burrito bowl, use kidney beans in your favorite chili soup, or roast garbanzo beans to toss in a salad. To top it off, beans are only $0.23 per serving.

Potatoes. Potatoes get a bad rap for being high in starch, but this natural, complex carb is nothing to fear. Starch from plants is an excellent fuel source when paired with lean protein and unsaturated fats. Potatoes are healthiest when prepared with less oil such as baked, roasted, or air-fried. Did I mention how versatile they are? The options are endless!

Bananas and apples. These two super fruits can be eaten as a snack, tossed in your bag for later, or added to baked goods. Bananas and apples are high in fiber, vitamins, and minerals.

Frozen vegetables. The freezer aisle is key to convenience, and it is handy to stock up on frozen produce that can be ready in minutes. Research has proven time and time again that a plant-based diet is the most important factor in maintaining a healthy lifestyle. When purchased in bulk, store-brand frozen vegetables can be as low as $0.23 per serving.

Canned salmon. This protein-packed pantry essential is satiable and high in omega-3 fatty acids. This protein option is great in sandwiches, salads or pasta dishes. It is shelf-stable and is only $0.75 per serving.

Other items to consider adding to your shopping list are cottage cheese, peanut butter, canned tomatoes and ground turkey.

Winkel: Grocery shopping made simple: Affordable kitchen staples

It seems these days I do a lot of reminiscing about hunting and trapping adventures I’ve had over the years. Today, as I sat watching our two small pups napping on the couch, and contemplated a recent request I’d had to trap some problem beavers, stories of dogs I have known and beavers I have caught came flooding back. One story from years ago happened during trapping season and involved an old dog my sister had that was quite entertaining, but not the sharpest knife in the drawer.

Call it a problem, or call it an inconvenience, but a challenge for all of us hunters, fishermen and trappers who don’t live in the country or who don’t own land, is finding a place to unload carcasses and those “parts and pieces” remaining after cleaning fish and game. A friend recently told me that this summer someone had cleaned a mess of frogs and deposited the remains on the back corner of their property without permission; not good, and NO it wasn’t me! Anyway, that reminded me of this “incident” some years back, involving the above-mentioned dog.

My sister had an old dog named Jake, a stray as I remember it. Jake was old and a little crippled and was kind of the color of light brown gravy. Jake often seemed dumber than a bag of hammers, but he knew no strangers. He was big and stocky and when his tail got to waggin’ his whole back-end wagged. His back half would fling from side-to-side so violently I often expected something from back there to come loose and fly across the yard! He always greeted visitors with something in his mouth, wanting to play fetch; trouble was, that “something” was always a 2x4 or a tree limb about 4 feet long, and once his body got to waggin’ with his chosen tree limb or 2x4 in his mouth, he could easily take you out with a whack across the legs. Ole’ Jake’s obsession took him far and wide over the farm to find just the right object to carry around in his position as head greeter there.

Every livestock farm, like it or not has occasional casualties from sickness or cold weather. And every livestock farm has a “bone pile,” a spot somewhere in the “back 40” where carcasses can be dumped in a ravine or a briar patch as a way to discreetly dispose of them while Mother Nature and the coyotes compost them. The first year I trapped beavers here in Kansas, I learned to take advantage of the bone pile on my sister’s farm, which was several hundred yards from the buildings, as a convenient way to dispose of beaver carcasses after I had removed their pelts. I had traps nearby, so every time I caught a beaver, I’d just carry the carcass with me the following morning and deposit it on the pile when I was in the neighborhood; very convenient for me.

One particularly cold morning I got a call from my sister; she sounded a little miffed, but I could tell she was on the verge of laughter even as we spoke. It seems she looked out into the yard this cold frozen morning to find Jake playing with his usual large prize, but something looked odd about that day’s trophy, so curiosity sent her into the yard to see just what he had found this time. As she approached, Jake’s back end began to wag feverishly, thinking someone was coming to play fetch with him and his prize, and he spun around joyfully and greeted her with a frozen beaver carcass from the bone pile clenched proudly in his big yap!

Yup, dogs are the epitome of unconditional love and acceptance. One minute they can seem dumber than a box of rocks, the next minute they curl up beside you in your old recliner and become your most

loyal friend, despite the names you have just called them for performing certain hygiene functions in the middle of the dining room. Everyone of working age in our society today could also learn from a dog’s exuberance to work and / or to please its master. Mutts, you gotta; love em’! Continue to Explore Kansas Outdoors!
