City of Hays alters trash routes for Christmas holiday

The Kansas Department of Transportation has reopened Kansas 383 to traffic in Phillips County between Long Island and the U.S. 183 junction. The 6-mile section has been closed since March for reconstruction.

A final asphalt overlay on the road is planned for spring 2023.&nbsp;

The reconstruction is part of the T-WORKS project to reconstruct the 26-mile corridor between the east U.S. 36 junction in Norton County to U.S. 183 in Phillips County. Venture Corporation of Great Bend served as primary contractor for the $11.8 million project.

The Take It from a Teen video challenge is a unique way to hear from teenagers on how to reach teens with important road safety information that can prevent injuries and save lives. Each winning applicant/team will receive $100.

“The video challenge will be a great way for high schoolers in Kansas to use their creativity while spreading a positive message that could help save lives,” said&nbsp;Cherie Sage, Safe Kids Kansas state director.&nbsp;“We look forward to seeing what interesting, fun and humorous videos Kansas teens can create!”

Students can create a 45-60 second video that answers one of the following questions:

The Larned Correctional Mental Health Facility has announced its outstanding employees of the&nbsp;fourth&nbsp;quarter for 2022&nbsp;including&nbsp;contract employee Babe Breit, ARNP.

Breit&nbsp;began working&nbsp;for&nbsp;LCMHF’s&nbsp;health care provider&nbsp;as&nbsp;an APRN&nbsp;in&nbsp;2017. &nbsp;

“Ms. Breit is a valuable asset to our medical team. &nbsp;She provides quality medical care to the patients we serve. &nbsp;She is mindful of security and best practices," her nomination read. "She is aware of her surroundings, and values the importance of providing necessary care, while ensuring the safe and secure environment. With many changes in the correctional environment and populations, Ms. Breit has always adjusted and adapted to what is expected of her. We are very appreciative of all the work that Ms. Breit does for us at LCMHF, especially now in the absence of a site Medical Director. She is always seeking knowledge, and when she has questions is not afraid to ask, therefore continuously growing as a solid medical provider. &nbsp;She has also been tasked with training the newly hired APRN for ECF."

Larned hospital announces employee of the quarter

The Salvation Army is in desperate need of local residents to donate gifts for Ellis County children through its Angel Tree program.

The tree, which is at the Hays Walmart, still had 35 angels, representing 35 children, on it as of Thursday morning.

The Salvation Army is trying to get those angels and the corresponding gifts back by Sunday, so the gifts can be delivered in time for Christmas.

John Hubschman, Salvation Army kettle coordinator, said the organization had an increase in gift requests this holiday.

"I have noticed that a lot of these children have asked for in addition to toys, they've specifically asked for clothes and pajamas," he said. "There is definitely a need to help these kids because they are asking for essential items that they should already have taken care of."

All of the gifts are for children in Ellis County. The angels are for both girls and boys of various ages. 

To participate in the program, pick an angel for the tree. The angel should have the gender, and age gift requests from the child. You can shop at Walmart or other stores. 

Deliver the unwrapped gifts and the angel tag back to the customer service desk at Walmart by Sunday.

Hubschman said the Salvation Army has seen an increase in need across its services. More people are also seeking help from the Salvation Army's paper pantry and asking for assistance with utility payments.

"There's been a greater need, in general, this year," he said.

Gifts desperately needed by Salvation Army for 35 Ellis Co. Angel Tree children

WILSON — Visitors to the Czech Capital of Kansas will soon be able to view two large murals honoring Czech immigrants and the railroad in rural Kansas.

The unveiling will take place in a dedication ceremony from 1 to 3 p.m. Saturday, Dec. 17, at the site of the Midland Railroad Hotel Barn.

The murals created by artist Ace Walker from Oklahoma were made possible because of a grant from the Kansas Department of Commerce’s Rural Mural Program that required a 1:1 match from the community.

Wilson, one of 14 cities to receive a grant, was awarded one of the largest amounts ($10,000).

The Wilson Tourism Hub and the Kansas Czechs Inc., collaborated to successfully write the grant.

“By funding the creation of murals and public art in communities across Kansas, we want to celebrate the beauty of our state and highlight everything our small towns have to offer,” Kansas Gov. Laura Kelly said.

The large murals, which will fill the south side of The Barn Event Center, will depict Czech immigrants arriving at the train station, along with a nod to the history of the horse racing track located in Wilson at the turn of the century.

Speakers will include Aaron Valesek, honorary consul to the Czech Republic, and Mike Peschka, mayor of Wilson.

The Kansas Czech queen, Hannah Andringa from Ellsworth, also will be in attendance. An artist reception will follow inside The Barn.

About the artist: Andrew “Ace” Walker lives in Prague, Olka., with his wife, Paige, and their two children. A former Major League Baseball player with the Texas Rangers, Walker received a degree in graphic design from the University of Alabama and started Ace Walker Art. He specializes in commercial artwork, large murals and commissioned oil paintings.

LOGAN — On display at the Hansen Museum in Logan, Kansas, is the metal art of Bruce Bitter. 

The museum holds an annual Art’s and Crafts Fair&nbsp;the third&nbsp;Saturday&nbsp;in August and chooses 12 “Artists of the Month”&nbsp;winners. Each&nbsp;winner&nbsp;has an area in the museum to display their art or craft to sell for one month.

Bruce&nbsp;creates his own designs&nbsp;through a variety of methods which include&nbsp;hand&nbsp;drawing&nbsp;his&nbsp;patterns directly&nbsp;and cutting&nbsp;them out with a plasma torch to create stunning metal art.&nbsp;The&nbsp;metal is&nbsp;then hand ground with different patterns which produce a variety of light reflections.&nbsp;He uses&nbsp;the flame of the&nbsp;torch&nbsp;as a&nbsp;paintbrush&nbsp;to&nbsp;create beautiful colors on stainless steel pieces, that will dazzle the eye of the beholder. &nbsp;On display and available for purchase areChristmas&nbsp;ornaments, crosses, American flags, and country themed wall hangings.

Eisenhower National Airport in Wichita. Constructed out of a metal beam from the World Trade Center Twin Towers, each plaque contains the words “We Will Never Forget” and depicts an eagle flying in front of the Twin Towers.

If you have ever driven through Plainville on Highway 183, you have surely seen Bruce’s work, a Veterans Memorial with the U.S. flag and service members representing each branch of the service. Commissioned over the past five years, Bruce has made military-themed park benches, patio tables, pole banners, waste receptacles, and a swing set.&nbsp;

Metal artwork of Bruce Bitter on display at Hansen Museum

A year after the <a href="https://hayspost.com/posts/24e11ab6-f29c-4355-91e5-47e7511a74ce">Four County Fire</a>, northwest Kansas ranchers are still trying to recover.

Drought has slowed the regrowth of area pastures, resulting in ranchers being forced to cull their herds. 

Pasture recovery could take three to five years, but the economic and emotional recovery may take longer.

Kansas State Football is celebrating its 2022 Big 12 title with the K-State Family by announcing a 19-stop Championship Trophy Tour beginning on Wednesday. 

The 2022 Big 12 Championship trophy will travel throughout the state of Kansas on a six-day tour, and the stops will include the opportunity for fans to take photos with the trophy.

After a stop in Salina on Monday, Dec. 19, the tour will stop at Hays Chevrolet, 2917 Vine, from 12:30 to 2:30 p.m., then to Meadow Lake Golf Course in Colby from 5 to 7 p.m.

Participants will make blood donations in support of Ellis County law enforcement, emergency medical services, or firefighters. Donors will receive a long-sleeve t-shirt. 

“Battle of the Badges” is sponsored by Hays High School JAG-K and the Hays Optimist Club. 

Appointments can be made online and walk-ins are always welcome.

The “Little Town of Bethlehem” Nativity at St. Boniface Catholic Church, Vincent will be open for visitors from 1 t 5 p.m. Dec. 18 and 25 from 1-5pm. Over the years, the Nativity has become a worldwide representation of Christmas. Rocks from all 50 states and 105 countries surround the scene, in particular rocks from the Cave of Lourdes and the Sea of Galilee.&nbsp; Infant Jesus is from Spain, and Mary, Joseph and the Three Kings are from Germany. A special section of the Nativity is dedicated to veterans who could not be home for Christmas over the years, featuring rocks from Germany, Vietnam, Korea, Japan, Wake Island and Christmas Island to name a few.&nbsp;

The Nativity has had special lighting effects added the last few years - a color changing rock show and a neon blue-lit sky in the background.&nbsp; Four trickling waterfalls,&nbsp; animals and shepherds dot the scene surrounding the Bethlehem Inn, and the stable made from a nearby pear tree in 1927. St. Boniface Church is located 5.5 miles south of Victoria and 2 miles east.

Kansas Farm Bureau to hold a one-day agritourism summit on Jan. 5 in Manhattan from 10 a.m. to 4 p.m. at the Hilton Garden Inn Conference 
Center.

This summit is for members of the Agritourism Program and 
agriculture producers interested in finding out more about the 
Agritourism Program.&nbsp;The goal of the summit is to bring producers 
together for the day, for a chance to network, learn, gather resources, 
and ask questions.

Kansas Agritourism is an important staple to 
the state’s tourism and economic development. Agritourism helps to 
sustain the rural way of life and keep more producers on Kansas land.

Fort Larned will be closed for Christmas, New Year holidays

Moody’s Investors Service has released a statement affirming Fort Hays State University's A1 rating.

NEW YORK - Moody's Investors Service has affirmed Fort Hays State University's (KS) A1 issuer and A1 revenue bond ratings. At fiscal year-end 2021, the college recorded $36 million of outstanding debt. The outlook is stable.

The affirmation of Fort Hays State University's A1 issuer rating reflects its importance to the State of Kansas (Aa2 stable) as a provider of education as well as its strong fiscal discipline to manage expenses amid enrollment declines. Total cash and investments also support credit quality and reached $177 million in fiscal 2021, including the impact of some federal pandemic relief. The university benefits from a diverse student base with around 40% of its enrollment online, and the remaining enrollment split between its location in China and its primary campus in Hays, Kansas. Consistent support from the state aids credit quality and helps the university maintain its modest financial leverage, with strong 5.4x annual debt service coverage at fiscal year-end 2021. Additionally, the university benefits from a very low pension liability.

These strengths are offset by demographic challenges in its core service area in Kansas and increased competition in the online education market. Competition from larger players has pressured FHSU Online enrollment in recent years and increased during the pandemic. Favorably, though the university anticipated enrollment declines in China through fall 2022, the partnership results are expected to improve again as the student quota for fall 2023 enrollment increases.

The affirmation of the A1 ratings on the Series 2016B and Series 2020C revenue bonds incorporates the issuer rating and general pledge of all university revenues supporting bond repayment.

The stable outlook reflects Moody's expectations that despite demographic headwinds, FHSU will continue navigating the shifting enrollment landscape by exercising solid expense management and producing at least break-even operating performance with stable liquidity. It also reflects expectations that overall enrollment may decline through fall 2023 but exhibit more stability thereafter.

The university's general revenue bonds are on parity and secured by a general pledge of all university revenues, excluding certain restricted revenue. In fiscal 2021, pledged revenues amounted to $108 million, about 80% of Moody's adjusted operating revenue. There is no debt service reserve fund requirement.

Fort Hays State University, founded 1902, is a regional public university in northwest Kansas that serves students globally through multiple platforms. If offers a traditional on-campus experience in Kansas, degrees through online enrollment, and its location in China. For fiscal 2021, the college recorded $135 million of operating revenue and for fall 2021, enrolled 9,237 full-time equivalent students.

Total cash and investments also support credit quality and reached $177 million in fiscal 2021, including the impact of some federal pandemic relief. The university benefits from a diverse student base with around 40% of its enrollment online, and the remaining enrollment split between its location in China and its primary campus in Hays, Kansas. Consistent support from the state aids credit quality and helps the university maintain its modest financial leverage, with strong 5.4x annual debt service coverage at fiscal year-end 2021. Moody’s affirms Fort Hays State University’s A1 ratings

SALINA — As part of its new Dental Hygiene program, 
Salina Area Technical College is opening a clinic on campus in January, 
with the goals of providing students an opportunity to develop their 
hands-on skills, and provide low-cost services to the public.

The 
students will work under the supervision of licensed Dental Hygienists 
and a Dentist, providing basic services such as teeth cleanings, 
whitening and sealants, to patients ages four and up. Costs will be 
substantially lower than usual; an adult cleaning will cost $20 to $40, 
depending on the status of the patient’s oral health needs.

The 
clinic will operate during the school year, on Mondays from Noon to 3:30
 p.m. and Wednesdays from 8 a.m. to 4:30 p.m., and services are by 
appointment only. Because the Dental Hygiene students are learning their
 skills, appointments could take as long as 3-1/2 hours with the 
possibility of the need to return for additional appointments to provide
 the highest standard of dental hygiene care.

“Our students are 
looking forward to seeing patients when they come back from Christmas 
break,” said Brooke Horner, Director of Allied Dental Education. “And 
even though we’re just beginning to advertise the clinic, support from 
the community has been amazing – there are huge numbers of people out 
there who don’t have access to regular dental care right now.”

Salina Tech opening dental hygiene clinic

&nbsp;TOPEKA — The Kansas Department of Health and Environment has rescinded a boil water advisory for&nbsp;the&nbsp;city of Smith Center&nbsp;public water supply system located in&nbsp;Smith&nbsp;County.&nbsp;The advisory was issued&nbsp;because of&nbsp;a loss of pressure in the system due to a&nbsp;line break.&nbsp; Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;&nbsp;

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.&nbsp;

Laboratory testing samples collected from the city of Smith Center public water supply system indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.  &nbsp;&nbsp;

KDHE rescinds boil order for Smith Center

GREAT BEND — The 2023 
Christmas Bird Count at Cheyenne Bottoms may only require one or two 
hands this year. Drought conditions continue to impact bird numbers into
 the cold season. But each year, bird counters across the nation 
participate in the National Audobon Society's Christmas Bird Count that 
runs from Dec. 14 through Jan. 5, 2023. Kansas Wetlands Education Center
 Director Curtis Wolf said citizen scientists are welcome for the count.

"It's
 a fun time to get out," he said. "Not our typical time of year that 
people think about going outside to watch birds, but it can be a really 
fun time to get out and see what's here."

Hundreds of counts will 
take place across the nation during the three-week period, and Wolf 
estimates some 45 counts will take place in Kansas alone. The Cheyenne 
Bottoms count will take place on Monday, Dec. 19, from 8 a.m. to 4 p.m. 

"It's
 about a 15-mile area that is the same every year," Wolf said. "We 
divide that up into small groups of people that go out and basically try
 to monitor, identify, count, and document the birds they see during 
that day."

Regardless of how populations fare locally, Wolf said 
the Christmas Bird Count is one efficient way for scientists to collect 
massive amounts of data about birds.

"Scientists utilize this data
 frequently to monitor trends of birds," he said. "Here again, we would 
suspect our numbers are not going to be nearly what they were in 
previous years for the Cheyenne Bottoms count, but our count information
 gets put in with all the other counts across the U.S. and provides some
 incredible monitoring trend information for these birds."

Rookies
 or experienced birders are welcome for the count. Binoculars, bird 
books, and warm clothes are also preferred but not required, as much of 
the counting is done from vehicles. 

"This is a great way to 
learn," said Wolf. "We'll pair you up with people that are experienced 
bird watchers, and you can go out and see what you can learn on how to 
ID some of these winter birds."
